The One Florida Initiative was enacted to ensure the promise of Florida's future is shared by all of its residents, regardless of their race, ethnicity, neighborhood or background.
Its mission is to unite Floridians behind a shared vision of opportunity and diversity. The goal was and continues to be to increase opportunity and diversity in the state's universities and in state contracting without using policies that discriminate or that pit one racial group against another.
Office of Supplier Diversity
Under the One Florida Initiative the Office of Supplier Diversity (OSD) works to reflect the state's commitment to fair and equal opportunity for all to compete for state contracts, while enthusiastically embracing diversity so that vendors reflect the full diversity of the citizens of Florida. The OSD is responsible for measuring the state's success as it relates to minority spending, matchmaking viable-growth-oriented minority businesses with purchasing/contract opportunities, investigating complaints of discrimination and enhancing minority business development.

Loan Mobilization Program
The Loan Mobilization Program is administered by the Department Of Management Services and was created to promote the development of minority business enterprises. It assists minority business enterprises by facilitating working capital loans.
Executive Order 99-281
The Florida Constitution provides that all natural persons, female and male alike, are equal before the law and that no person shall be deprived of any right because of race or national origin.
Florida's government has a solemn obligation to respect and affirm these principles in its policies relating to employment, education and contracting.

On November 9, 1999, Governor Bush signed Executive Order 99-281, commonly referred to as the One Florida Initiative. This Order gave direction to the Governor's Office and his Executive Agencies to dispense with certain practices regarding the use of racial or gender set-asides, preferences or quotas in government employment, contracting and education.
January 7, 2003 marked a turning point for the Department when it became an Executive Agency under the Governor. This unified and newly created Florida Department of Education extends to and includes all entities of the K-20 organization.
Governor Bush is requesting all agencies to commit to fair competition, equal opportunity and to embrace diversity enthusiastically so those vendors used by agencies reflect the full diversity of the citizens of the state. I totally support the Governor's One Florida Equity in Contracting Initiative and know that this Department, including all entities of the K-20 organization, will be leaders in its implementation.
The success of the Department in carrying out the One Florida Equity in Contracting Initiative depends on the efforts of all agency personnel, the universities, community colleges, school boards, and every public educational institution in the state. All entities of the K-20 organization will be held responsible for promoting and implementing this program throughout the state.
