The Bureau of Contracts, Grants, and Procurement Management Services is responsible for implementing, through the Office of Procurement, all purchases for the Department in accordance with state and federal laws and rules, thus assuring that goods and services are procured at the best value for the state. The Bureau also manages the processes for executing, amending, and monitoring implementation of contracts and leases on behalf of the Department through its Office of Contracts and Leasing. Another Bureau area of responsibility is overseeing all aspects of grants management including both state and federal grants and subgrants.

The Office of Grants Management’s duties include tracking of federal and state funds awarded as grants and/or available for distribution as grants. It also includes managing the competitions for grant programs as needed, the selection of recipients for grant programs, the application award, and amendment processes.

The Office of Grants Training and Development within the Bureau performs the important functions of providing assistance to educators statewide in seeking grant funds and training for grants professionals in all aspect of grants development and implementation. Training is also provided for grant recipients on the fiscal management of state and federal grants. Finally, the Bureau oversees the resolution of audit findings relative to subrecipients and various grants and contracts monitoring functions by the Office of Auditing and Monitoring Resolutions.
