On-Site Training and Technical Assistance
The Office of Equal Educational Opportunity (OEEO) provides technical assistance and training for school districts and other groups to assist them in achieving and maintaining compliance with federal and state civil rights laws. OEEO will design individualized training and activities to meet local needs relating to policies, procedures and practices to ensure that students and staff are provided equal educational opportunity on the basis of race, color, gender, national origin, disability, age and marital status.
OEEO also conducts annual on-site civil rights compliance reviews at select school districts to ensure equal educational opportunities.
Federal and state laws include:
- Title VI of the Civil Rights Act of 1964
- Title IX of the Education Amendments of 1972
- Americans with Disabilities Act (ADA) and Section 504
- Age Discrimination Act
- Vocational Education Programs Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex and Handicap
- Florida Educational Equity Act
Consultative Services
The Office of Equal Educational Opportunity (OEEO) provides consultative services to Florida public school personnel, students, parents and other groups to assist them in addressing concerns regarding discrimination or harassment. OEEO responds to telephone, email and other requests for information and assistance. Persons may contact OEEO for contact information for their district’s equity coordinator.
Districts’ Responsibilities
The district must ensure that its educational and employment programs, services and activities are provided without discrimination on the basis of race, color, national origin, sex, age or disability.
Any institution receiving federal financial assistance must:
- Designate a person(s) to coordinate compliance efforts for Title IX, Section 504, American with Disabilities Act and the Florida Educational Equity Act.
- Adopt and publish grievance procedures to address complaints of discrimination and harassment. Procedures must include timeframes to allow for prompt and equitable resolution of complaints. Procedure must be available to students, parents, employees and the general public.
- Provide continuous notice to students, parents, employees and the general public that the district prohibits illegal discrimination. It must also provide annual notice of nondiscrimination for its career and technical education programs. The nondiscrimination notices must provide contact information for filing complaints.
