Florida's State Apprenticeship Council
Chapter 446.045, Florida Statutes, states "There is created a State Apprenticeship Council to be composed of 13 members, which shall be advisory to the Division of Workforce Development of the Florida Department of Education.
The purpose of the Council is to represent Floridas Apprenticeship Community and to advise the Division on matters relating to registered apprenticeship. The Council may not establish policy, adopt rules, or consider whether particular apprenticeship programs should be approved by the Division.
Composition of the Council includes 10 Governor appointed voting members;
- 5 joint employee organizations (unions),
- 5 nonjoint employer organizations; and
- 3 ex-officio nonvoting members. The ex-officio members include the State Director of the United States Department of Labor - Bureau of Apprenticeship & Training(BAT); the administrator of Industrial Education, Florida Department of Education; and the Director of the Division of Workforce Development, who serves as the Councils Chairperson.
Appointed members representing joint and nonjoint organizations shall represent industries which have registered apprenticeship programs or in industries in which a need for apprenticeship programs has been demonstrated. The term of membership on the Council is 4 years.
The Council shall meet at the call of the chairperson or at the request of a majority of the membership, but at least twice a year. A quorum for all called and regular meetings shall exist when a majority of the Council members are present, consisting of three (3) joint members, and three (3) nonjoint members. The conclusion on a question shall be determined by a majority vote of Council members in attendance.
In matters not covered by 38C-20, Florida Administrative Code, Roberts Rules of Order shall govern the procedures of the Council.
