Secondary School Reform

Overview of the Department of Education's Secondary School Reform Initiative

Florida continues to stress the importance of a quality education for all students by pushing to increase student achievement, raising the bar for student rates of learning, and providing targeted assistance to struggling students. The combined efforts of teachers, students, and the state have led Florida to realize unprecedented success at the elementary level. However, the overall percentage of students reading at or above grade level steadily declines after the fourth grade. Ninth grade retention continues to increase and college level remediation is required for a growing number of students. Career training opportunities need to be more readily available to meet the ever increasing demands of the economy.

Building on Middle Grades Reform with High School Reform, and the result will be a comprehensive solution to Secondary School Reform. By utilizing Middle Grades Reform as a stepping stone, the High School Reform efforts will include the exploration of the middle grades foundation, curriculum standards, accountability, course credits, compulsory attendance age, promotion standards, and graduation requirements.

Secondary School Reform will ultimately be a culmination of decisions based on work by both task forces, state level accountability data, recommendations from nationally recognized experts, and practitioners. Research from organizations like the International Center for Leadership in Education, led by Dr. Willard Daggett, and the Southern Regional Education Board will be major components of the Department's efforts.
