The Honorable Jeb Bush
Governor of the State of Florida
The Capitol, PL 05
Tallahassee, FL 32399
Dear Governor Bush:
Over the last three years it has been a pleasure and an honor to serve as both secretary and commissioner of Education. During this time we have accomplished many milestones, and Florida is now recognized nationally as the fastest improving state in the nation.
Adding the time I served in the Florida Senate, I have now given the better part of ten years to public service. I have made that investment willingly and without regrets. However, after much thought and prayerful consideration, I have decided to return to private life and spend more time with my family. This was a very difficult decision: it is rare for any individual to be granted the opportunity you have afforded me. It has been an honor to be involved with the most significant education reform movement of our time. Even as important as it is, there is no greater responsibility or higher priority than being a great dad and good husband. For those that know me well, they will clearly understand my decision, and I hope you will as well.
Therefore, please accept this letter as my official resignation as commissioner of Education effective August 31, 2004. Thank you again for giving me the opportunity to serve.
Yours truly,
Jim Horne
