The Elementary and Secondary Education Act (ESEA), reauthorized as the No Child Left Behind Act of 2001, requires states to monitor the quality and effectiveness of the services offered by approved providers and withdraw approval from providers that fail to contribute to increased student achievement for two consecutive years.
