Interactive Processing

The on-line portions of the System can be used to establish site parameters (option U) and to initiate batch processing (options 4-11) as detailed in Chapter IV through X. They also can be used by an institution to monitor its mailbox, update its participation status, sign off other institutions from having to send parallel electronic and hard copy transmissions, and maintain its portion of a list of contact persons for the System. These additional features will be discussed in this chapter.

Previous versions of the System have included the ability to perform on-line posting of requests and responses that do not have attached transcripts. This allowed the user to experience the speed and efficiency of electronic transfer of records as a step on the way to an institution's becoming a complete user of the System. This function has become obsolete and has been removed.

A. Checking an Institution's Mailbox

Figure X1-1 shows the screen displayed to the user when logging on to their TSO account for the System. Option M implements program SRTS10 which gives the institutions the ability to check on the status of their mailboxes. Institutions can use this program to see whether they have received any requests or responses from other institutions. They also can see how many of the requests and responses they have picked up from their mailboxes remain on the System. As shown in Figure XI-2, SRTS10 provides this information on an institution by institution basis. The user is able to limit the range of record posting dates considered by program SRTS10. By typing a date into the field shown on the fifth line of the screen in Figure XI-2, the user can direct the program only to consider records posted after the date entered. The default date (entered by the System) is thirty days before the current date.

The first column displayed on the screen, Institution Number and Name, is a list of the trading partners with whom your institution has exchanged transmissions. The four columns following that display a count of records on the database which you have sent to each institution by type of transmission (request/response) and transmission status (unseen/delivered). The final four columns detail records that have been sent to you from your trading partners, again tallied by transmission type and status.

In order to receive requests and responses from other institutions as electronic files and/or hard copy reports the user must generate the JCL streams necessary to achieve this end. This was done in the user initiation procedure, in which the user will have used options 6 and 7 from the main menu (see Chapters V through X).

The user could use option M from the main menu to review its mailbox status, in order to decide whether it needed to request the retrieval of any request or response records. This is, though, an expensive procedure. Users should therefore only use option M when they suspect that there may be an unusually large number of requests or responses waiting for them (to decide whether adjusting TIME and/or SPACE parameters would be wise), or to decide whether a sender or an addressee had lost student records previously provided.

An alternative to using the Mailbox Status Display would be to use one or both of the Aging Report programs. These can be submitted from the main menu in the same way as the request and response receiving programs were submitted above.

B. Updating Your Participation Status and Reviewing Your Sign-off History

Institutions using the System need to have an up-to-the-minute list of the institutions with which they can exchange records. After all, sending transcripts to the mailbox of an institution that is unable to pick them up accomplishes nothing. This need led to the development of the System's participant status and contacts information facilities. With these, institutions can both review the status of prospective records transfer partners (and their list of contact persons), and adjust their own information interactively. Thus, if an institution that had been in the parallel testing stage was ready to go into full production (that is, ready to exchange records with all comers), that institution could use the participant status facility to enter this change into the System.

Another important student record transfer issue deals with the length of the period of parallel operations. Parallel operations (termed "parallel testing" in the previous paragraph) is the period during which one institution must send both electronic and paper records to a second institution. The purpose of this double duty is to prove, to the second institution, the accuracy of the first institution's electronic record transfer capabilities. When the second institution is satisfied with the first institution's transmissions, the second institution "signs off" the first institution from having to send any more paper as backup for their electronic transmissions.

Different institutions have different acceptance standards. Some institutions will require a period of parallel testing with every institution with whom they exchange records. Other institutions will be willing to forgo such parallel testing with those institutions that have already received satisfactory sign-offs from other institutions. To meet the needs of both types of institutions, the System's participation status facility also lets institutions enter sign-offs and review the list of sign-offs already won by other System participants.

Thus, the System's participant status and contacts information facilities are a series of on-line panels that permit institutions to:

  1. update their own participation status;
  2. update the list of contact persons for their own institution;
  3. review the list of institutions to which they have given sign-offs;
  4. review the list of institutions from which they have received sign-offs;
  5. review the participation status of each university, community college, or school district with regard to student records transfer;
  6. review a list of non-FASTER institutions with which they can exchange student records;
  7. sign off other institutions from having to send them hard copy backup documentation for electronically transferred records;
  8. review, for a given institution (including your own), the list of institutions from which they have already received sign-offs; and
  9. bring up a list of the contact persons for a given institution.

The first four categories deal with information pertaining to your own institution. These functions will be discussed first. The rest will be discussed in the next section.

Participant Status and Contacts Information is option P on the System's main menu. Type the letter p on the COMMAND line and press the return key to bring up the Participant Information Menu, shown in Figure XI-3. This menu lets you update your own institution's participation status and contact person information, and lets you browse lists of the sign-offs you've issued and the sign-offs you've received. It also lets you specify a type of institution and then brings up a list for you to browse. Pressing PF1 gets you Help and PF3 returns you to the System's main menu.

To view or change your institution's participation status from the Participant Information Menu, press PF4 (for this function, there is no need to enter an institution type). The System then displays a screen similar to the one shown in Figure XI-4. The System displays the status of your institution with respect to the transmission of the three types of student records the System manages:

There are five possible participation statuses:

Not Participating - not yet participating in the electronic exchange of student records;
Local Testing - testing the interface with the System, but not yet ready to exchange records with other institutions;
Headers Only - ready to begin exchanging Header Records (and nothing else) in production with other institutions--full transcripts are still sent by mail;
Parallel Testing - ready to begin parallel testing with other institutions on a case-by-case, prearranged basis; and
Production - has been signed off by at least one other institution and is ready to exchange records on a regular production basis.

As the definition states, two things must happen before an institution can change its status to Full Production. First, the institution must have received a sign-off from another institution on that particular type of student record. Second, the institution must inform the System that it is ready to begin production (using the screen shown in Figure XI-4). The System does not put Institutions into Production mode automatically; they must affirmatively choose to take this step. An institution can, though, be taken out of Production status automatically. This will happen if the only institution granting it a sign-off revokes that grant.

There are several exceptions to the rule that prevents an institution from moving to Full Production status without first having been signed off by at least one other institution:

Note that the System does not permit reciprocal sign-offs (except between postsecondary institutions). That is, if institution "A" signs off institution "B," then institution "B" cannot return the favor for institution "A." Thus, members of the same educational consortium may not issue sign-offs to one another. Also, institutions may not issue sign-offs without first having received at least one sign-off of their own.

To enter a new participation status, type one of the following letters under the New Status column on the line with the record type for which your status is to be changed:

After typing this letter, press PF5 to carry out the change. If you entered the wrong letter and wish to restore the status with which you came to this screen, press PF2. As before, press PF1 for interactive Help. Pressing PF3 returns you to the Participant Information Menu (any entries remaining in the New Status column are not carried out).

Note that the System provides no facility to select the "Not Participating" status. This would prevent the user from accessing the System, so this option is not permitted. To show a return to a testing status, the user should enter L for Local Testing.

To browse or change the contact person information on file for your institution, press PF6 from the Participant Information Menu (again, there is no need to enter institution type). This will take you to the Contacts List (see Figure XI-11), discussed in Section D, below.

From the Participant Information Menu, you also can review a list of the sign-offs your institution has issued to date. Press PF10 to bring up this historical display. The System will presentyou with a screen similar to the one shown in Figure XI-5. This lists your sign-offs by record type by sign-off date. As before, PF1 provides Help, and PF7 and PF8 provide browse capability. PF3 returns you to the Participant Information Menu.

In addition, you can access the list of the sign-offs you have received from the Participant Information Menu. Just press PF9 to bring up this display (shown in Figure XI-8). This Detailed Sign-Off Records screen is more fully discussed in the next section.

C. Issuing Sign-offs and Browsing the Status of Other Institutions

In addition to letting you work with information pertaining directly to your own institution, the Participant Information Menu also lets you access the participation status and contact person information of other institutions. This is done by typing the letter representing one of the possible institution types and pressing Enter.

Two categories of institution types are listed on the Participant Information Menu. The first category includes all institutions participating in the System (FASTER) itself. When you bring up one of these lists, you can browse the information on the institutions listed, sign-off an institution from having to send you both hard copy and electronic transmissions, or cancel any sign-off you have made. The other category includes institutions not using FASTER, but with which you nevertheless can exchange records through FASTER's interface to the SPEEDE/ExPRESS national electronic transcript system (described in Chapter 2, section M). There is no sign-off process for SPEEDE/ExPRESS institutions. You can only browse their status and contact information.

To begin working with information on FASTER participants, type one of the following letters and press Enter:

For example, if you typed the letter d and pressed Enter, the System would display a panel similar to the one shown in Figure XI-6. This is the FASTER Participant Status Display, containing each school district's institution ID and name, plus its participation status with respect to the three kinds of student records processed by the System. The displays for the other five kinds of FASTER institutions are similar to the one shown in Figure XI-6 (for postsecondary institutions, though, the"Interdistrict" column is labeled "Postsec-Secndry").

The PF keys shown at the top of Figure XI-6 provide several facilities. Pressing PF1 brings up the System's Help panels. To issue a sign-off, type the letter 'S', move the cursor to the 'Inst ID' column in the line displaying the institution's name and press PF5. This will cause the System to display a screen similar to the one shown in Figure XI-7. The Sign-off Screen displays the name of the Institution to be signed off, and lets you select the type of records to be signed off. You also must specify the basis for issuing the sign-off.

The first basis for issuing a sign-off is the successful completion of a parallel test, in which a set of electronic transcripts is found to be a valid copy of its paper counterpart. The other basis is reliance on previously completed parallel tests. To issue a sign-off, enter the sign-off type and basis, and press PF5. To revoke a sign-off, enter the appropriate record type and press PF2. You may press PF1 for Help, or PF3 to return to the FASTER Participant Status Display (at the same point you left it).

If a sign-off is to be based on the existing track record of an institution, a means must be provided to allow institutions to review these records. Such a display can be accessed from the Participant Status Display. Select the institution to be viewed, just as you selected the institution in the Sign-off Screen, but this time press PF9. The System then presents you with a screen similar to the one shown in Figure XI-8. This screen details all sign-offs received by the selected institution to date. These are listed by record type by sign-off date. PF7 and PF8 are again used to browse an institution's sign-off record. PF1 provides Help and PF3 returns the user to the FASTER Participant Status Display.

Note that you can select your own institution and review its Detailed Sign-off Records using this procedure. To get your own institution's records, though, it is faster to bring up this screen directly from the Participant Information Menu (also by pressing PF9), rather than working your way through any intermediate participant status displays.

From the Participant Information Menu, you can also choose to review information on the non-FASTER institutions with which you can exchange electronic transcripts. These institutions (mostly from outside Florida) are participants in the national electronic transcript system SPEEDE/ExPRESS. The SPEEDE portion of the national system deals with postsecondary transcripts, while the ExPRESS portion deals with elementary/secondary educational records. Note that information is only displayed on non-FASTER institutions that are participating in at least one part of SPEEDE/ExPRESS.

Entering the letter e from the Participant Information Menu brings up the Elementary/Secondary SPEEDE/ExPRESS Participation Status Display (shown in Figure XI-9). This list is ordered by Country (there is some Canadian participation in the system), State/Province, and Institution Name. You will also note that this panel has far fewer function keys than the FASTER Participant Status Display. Since the System itself manages SPEEDE/ExPRESS information, there was no need to provide function keys for user update capability.

Also shown is the SPEEDE/ExPRESS Institution ID (which you will put on any Header Record you send to one of the listed institutions), the institution's status with respect to the two elements of the national system, and the network carrier type over which transactions exchanged with this trading partner will travel. The status can have the following values:

N/P  not participating in this kind of records exchange,
RECV  receiving production transactions for this kind of records exchange,
 sending production transactions for this kind of records exchange,
PROD  sending and receiving production transactions for this kind of records exchange, or
TEST  sending and receiving test transactions for this kind of records exchange.

The network carrier column values are:

VAN Value Added Network or
INT Internet.

The PGP Compliance column values are:

Entering the letter s from the Participation Information Menu brings up the Postsecondary SPEEDE/ExPRESS Participation Status panel (shown in Figure XI-10). This screen operates in the same way as its Elementary/Secondary counterpart (except that it deals with postsecondary institutions).

D. Specifying and Browsing Contact Persons Information

The purpose of the System is to improve communications between school districts, community colleges, and universities with respect to student records. One way to speed communications is to let everyone know who they should be talking to on the other end of the line. This is true whether the "line" be electronic mail, a telephone system, or the postal service. The System provides a contacts list to serve this purpose. With the on-line portion of the System, institutions can learn the records transfer contact persons designated by other institutions and provide other institutions with a list of their own staff to contact about System-related issues.

To work with the Contacts List, select option P from the System's main menu. The System will respond by displaying the Participant Information Menu shown in Figure XI-3. As described in the preceding sections, you can press PF6 from this panel to bring up the list of contact persons for your own institution. You can also use the Participant Information Menu to bring up a participant status list of institutions (see Figures XI-6, 9, and 10). From any of these lists, you can select an institution and have its Contacts List displayed by moving the cursor to the institution's line and then pressing PF6.

Either of the above methods can be used to bring up the Contacts List shown in Figure XI-11. As before, PF1 brings up Help information, and PF3 returns you to the panel you used to call up the Contacts List. Should you wish to return all the way to the System's main menu, you can press PF4. If the entire list cannot fit on a single screen, you can use PF7 and PF8 to scroll through the list.

Note the three lines of instructions just below the INSTITUTION name line in Figure XI-11. These tell you how to invoke the four possible functions (Select details, Add, Delete, and Update) that can be performed from this screen. The third of these lines describes the update functions. This line will only appear when you bring up the list of contact persons for your own institution (by pressing PF6 from the Participant Information Menu). After all, you can only update contact information for your own institution.

If all you wanted was a telephone number, the Contacts List panel would tell you all you needed to know. You may, however, choose to view more detail on any given contact person. You do this by positioning your cursor on the line containing the contact person in whom you are interested, typing the letter s in the command (CMD) column directly under the asterisk (==*==), and pressing the Enter key. A Browse Contact Details panel, similar to the one shown in Figure XI-12, will then be displayed. As with the Contacts List, you can use PF8 and PF7 to browse forward and backwards through the list of contacts for the selected institution (one screen at a time). The other PF keys on this screen also have similar functions to their counterparts on the Contacts List panel.

The System also permits you to create and maintain the list of contact persons in your own institution. This is done from the Contacts List panel in the same way used to browse contact details. This time, instead of typing an s on the line you want to browse, type a u on the line you want to update, or a d on the line you want to delete. Then press Enter and the System will display a Details panel similar to the Update panel shown in Figure XI-13.

If you want the record displayed on this panel deleted, type a d beside the prompt at the bottom of the screen, and press the Enter key (having you press d on both screens guards against inadvertent deletions). If, instead, you want to make changes to this contact person's listing, make the necessary modifications, type a u beside the prompt at the bottom of the screen, and press the Enter key. Note that, until you type d or u and press Enter, you may withdraw your decision to delete or update this record by pressing either PF3 (to cancel and return to the Contacts List), or PF4 (cancel and return to the System's main menu). Once you press the Enter key, however, the System will make the change indicated and return you to the Contacts List panel. At this point, pressing PF3 or PF4 will not restore any of the changes made.

You may also add records to your institution's list of contacts from the Contacts List panel (note that school districts are limited to a total of two contact persons at any one time). You do this by moving the cursor to the last line (BOTTOM OF DATA), typing the letter a in the CMD column, and pressing the Enter key. Typing the letter a in the CMD column of a line that already has a contact person's name has the same effect. The System will then display an Update Contact Detail panel which you can use to enter the information on the new contact person. Fill in the panel, type an a beside the prompt at the bottom of the screen, and press the Enter key to add this new contact person to your list.

If your new contact person has information similar to that of an existing contact person, there is a second way to add the new listing. Begin as though you were going to update the existing contact person's listing. Then, when the Update Contact Detail panel is displayed, modify the screen with the information on the new person, type an a beside the prompt at the bottom of the screen (do not type a u, since this will replace the old person's listing with that of the new), and press the Enter key to add the new information to your list. In this way, you can use an existing person's listing as a template from which to build a listing for a new person.
