FLORIDA AUTOMATED SYSTEM FOR TRANSFERRING EDUCATIONAL RECORDS
FLORIDA DEPARTMENT OF EDUCATION
FLORIDA INFORMATION RESOURCE NETWORK

Effective: November 14, 1999
Revised: September 27, 1999

1999-2000 Header Record Format

1. The presence of LOW-VALUES in data fields causes significant problems for several institutions in the receipt of student records. Please use some other appropriate character (e.g., SPACES) with which to initialize your records before sending them.
2. Districts requesting a transcript from a postsecondary institution should use record type P00.
3. For Addressed Institution, item 3, institution number 91 and school/campus 0000 has been modified to identify the Bright Futures Production System. Institution ID's 92, 93, and 94 have been added to identify the Bright Futures Practice, Bright Futures Seventh Semester Production and Bright Futures Seventh Semester Practice Systems, respectively. Each has a school/campus code of 0000.
4. For Sending Institution, item 4, institution numbers 91, 92, 93, and 94 have been added to identify the Bright Futures Production, Bright Futures Practice, Bright Futures Seventh Semester Production and Bright Futures Seventh Semester Practice Systems, respectively. Each has a school/campus code of 0000.
5. Message Type Codes, item 5, beginning with 'X' and 'B' have been added. Message Types A01 and A03 are no longer valid and the definition for Message Type A02 has been modified. (See Appendix D)

        SECTION A (Items 2-16c)
2 4-13 10 A/N/L Primary Student Identifier

This is the main identification number for this student/applicant. Depending on the type of transmission, this will be the student's Social Security Number or the student's Student Number Identifier, Florida (which, in many cases, will contain the student's Social Security Number). NOTE: This field is not required on a Request record. However, this field must be filled in by a responding institution unless no match was found.

        Postsecondary Request/Response Formats

For these formats, the Primary Student Identifier is coded as follows:

  4-12 9 N Social Security Number
  13-13 1 A/N Filler
Interdistrict and Secondary to Postsecondary Request/Response Formats

For these formats, the Primary Student Identifier is coded as follows:

  4-13 10 A/N Student Number Identifier, Florida

If the student has a social security number and provided this number to the school district, the Student Number Identifier, Florida, will have the following format:

First 9 digits: the student's Social Security Number; and

The 10th digit: the letter "X".

If the student does not provide a Social Security Number to the school district, the school district will assign a Student Number Identifier, Florida, to the student, formatted as follows:

First 2 digits

NN For any student entering a Florida school district for the first time, the first 2 digits will represent the district of initial entry into the Florida School System.

Last 8 digits

NNNNNNNN The last digits are district-defined in such a way as to result in a unique student number within the district in which the number is originally assigned.

14 171-200 30 A Unique Institutional Identifier

This element is reserved for the use of the sending institution.

15 201-206 6 A/N High School Graduation Date

On a request transaction, this field is used to further identify a student's records. The official high school graduation date is carried on the I/S01 record of the response transaction. On a student application, this field is required and is the actual or planned high school graduation date.

Format: MMYYYY

16 207-214 8 A/N Date of Birth

The student's/applicant’s birth date is a required field if both social security number and Florida Student Identifier Number have not been included, or if this is a student application for admission.

Format: YYYYMMDD

16a 215-223 9 A/N SPEEDE/ExPRESS Transaction Control ID

This field uniquely identifies this record and serves the same purpose for SPEEDE/ExPRESS (the national electronic transcript transfer system) that our Unique Institutional Identifier (item 14) serves for FASTER. The system handles this field automatically, so institutions should not put anything in it when preparing records for transmission.

16b 224-238 15 N/R SPEEDE/ExPRESS Institution ID

This field is the institution ID as defined by SPEEDE/ExPRESS, and is used only when communicating with non-FASTER institutions. When sending records to a non-FASTER institution, fill this field with the corresponding SPEEDE/ExPRESS Institution ID from the Participation Status file (see Appendix K). Then put 00000990000 into the Addressed Institution field (item 3 of this record type), if the addressee is a PK-12 institution, or put 00100020000 in the Addressed Institution field if the addressee is a postsecondary institution. Similarly, incoming transmissions from non-FASTER institutions are identified by the presence of 00000990000 or 00100020000 in the Sending Institution field. The SPEEDE/ExPRESS Institution ID uniquely identifies the non-FASTER sender.

16c 239-256 18 A/N Post Date, Time, Sequence Number

This element uniquely identifies the transmission. It is to be left blank when the record is submitted and the data will be supplied by the system.

247-252 6 A/N Time Posted to System (HHMMSS)

The responding institution will move the data from Items 2-16c on the original request header record to Items 18-32c on the response header record. Items 2-16c on the response header record should contain the student identifying information as it appears on the responding institution's files.

36 755-1003 249   Filler
37 1004-1007 4 A/N Fatal Error Count

This element should be left blank by the sending institution. It is returned to the sending institution by the edit program (SRTS01 for requests, SRTS03 for responses) and represents the total number of fatal errors detected for this student's records. If Fatal Error Count is greater than zero then the student's record was not sent to the Addressed Institution identified in Item 3 and the transaction must be resubmitted.

38 1008-1011 4 A/N Informative Error Count

This element should be left blank by the sending institution. It is returned to the sending institution by the edit program (SRTS03 for responses) and represents the total number of informative messages issued for this student's records. Request records have no informative edits at this time and therefore this field will always be zero when returned by SRTS01. If Fatal Error Count (Item 34) equals zero then the student's record was sent to the Addressed Institution identified in Item 3 regardless of the value of Informative Error Count. The Addressed Institution can receive a detailed report of the informative messages by running program SRTS03A on the received records.
