FASTER CHANGES FOR 2013-2014

The cutover to the new version of FASTER and SPEEDE/ExPRESS will begin on Friday, December 13, 2013. The new version will be in place on Sunday, December 15, 2013. FASTER users will be notified via e-mail from the listserv of any changes or updates that occur.

ADMINISTRATIVE REMINDERS AND ISSUES

Postsecondary Institutions Only

On July 1, 2012, a new function was added to the FASTER postsecondary transcript application, which allows the financial aid offices of all Florida public postsecondary institutions to transmit financial aid cost of attendance and enrollment information back to the home institutions. If your institution needs assistance with this function, see the instructions, for both FASTER and SPEEDE customers, on the main page of the FASTER Web site.

Districts, Postsecondary's, and Technical Centers

If you have not yet done so, visit the FASTER Web Page and sign up for the FASTER listserv by clicking on the Sign up for the Listserv link. Documentation on how to use the listserv can be found at http://lserv.fldoe.org.

We would like to encourage all schools to use the FASTER system to send and receive transcripts. The FASTER system is quick, economical, and the formats permit the transmission of data that is not included on printed transcripts. Please make all attempts to responds as quickly as possible when receiving requests through FASTER for student transcripts.

The FASTER Steering Committee is comprised of a representative from each program area that has an interest in the FASTER application. They represent your interests when it comes time to make policy changes and implement state or federally mandated requirements. This Committee meets throughout the year to consider changes to the FASTER system. The FASTER Steering Committee will report to the Articulation Coordinating Committee (ACC). Requests for technical changes to the FASTER system should be submitted to the FASTER e-mail address at FSTR@fldoe.org. Your requests will be researched and presented to the Committee for their consideration. Questions about policies or specific program areas should be submitted to your Steering Committee representative. See Chapter 1 for a list of Committee members.

AS A REMINDER: Whenever possible run FASTER jobs at night or on weekends. Use CLASS C when submitting jobs after 9 p.m. on Monday through Thursday, and CLASS G for jobs submitted after 9 p.m. on Friday or anytime over the weekend. By adding or changing the job class on the JCL, you could save the state up to 75% of the cost of processing that job. Even if you run your job at night, you do not get a cost savings unless you specify the appropriate class. Chapter 3 gives a breakdown of the job classes and examples of each.

FUNCTIONAL SYSTEM CHANGES

Districts Only

At this time, the option to process Bright Future's private school transcripts via the FASTER system is not available (Chapter 2 Preparing Data, N. Private Schools and Bright Futures).

The passage of Senate Bill 1076 has brought about a number of changes which we have all found challenging. FASTER is introducing four new "assessment passed" fields for Algebra I, Geometry, Biology, and U.S. History on the I/S01 Student Demographic format as an effort to simplify the new assessment requirements. These fields are listed in the Format Changes section below. The intent of these fields is to determine if the subject area assessment requirement has been met by whatever means each district determines is appropriate.

The Algebra I Assessment Passed information is necessary for high school graduation purposes, and College and Career Readiness evaluation purposes. To clarify, when a student satisfieds the Algebra I assessment requirement set forth by their district, that district should report the student's Algebra I Assessment Passed field with a "Y" or "E". In each case, the required Algebra I student course format should be sent, reporting the grade, credit earned, etc. In the case of an "E", where the student passed the Algebra I assessment, yet failed the Algebra I course, DOE will award 1.0 credit to the student. The student will not receive more than 1.0 credit in each assessment area. In the case of a "Y" DOE will rely on the credit earned reported by the district on the student course record.

The Geometry, Biology, and U.S. History Assessment Passed information is necessary for scholar designation purposes. The instructions for submission of this information is the same as the Algebra I Assessment Passed information. However, slightly different valid values are available. Students now have the opportunity to graduate with a Merit and/or Scholar diploma designation which the student earns by meeting the criteria set forth for the designation. The Merit designation requires the student to attain one or more industry certifications from the approved list. To provide a student with the ability to monitor his/her progress towards a diploma designation, it is imperative the I/S05 format be completed and submitted when transmitting a transcript addressed to district 95 FASTER Bright Futures for the purpose of the Florida Virtual Campus (FLVC) evaluation. Even though Bright Future's eligibility does not require this information, the Florida Virtual Campus FLVC evaluation of College and Career Readiness is evaluated from this same transcript.

    • Starting with the students entering the ninth grade in 2010-2011 and after, the value 'E' may be used for Geometry Assessment Passed. If the value is not an 'E', then this field must be spaces.
    • Starting with the students entering the ninth grade in 2010-2011 and after, the values 'Y' or 'E' may be used for Biology Assessment Passed. If the value is not a 'Y' or 'E', then this field must be spaces.
    • Starting with the students entering the ninth grade in 2010-2011 and after, the values 'Y' or 'E' may be used for U.S. History Assessment Passed. If the value is not a 'Y' or 'E', then this field must be spaces.
    • The code of 9 has been added to the list of valid Graduation Option codes which may be submitted.
    • The new 'WXL' Diploma Type code has been added to the list of valid codes and a date restriction has been applied to Diploma Types 'W6A' and 'W6B'.
    • If Diploma Date is blank, Diploma Type must be blank.
    • Beginning with 2013-2014 academic year, the MEP Enrollment Date is required if the transcript is being sent to the Federal MSIX System.

    • The Federal MSIX Migrant System requires a valid NCES ID code associated with Home School students. Therefore, the school code 'N998' has been removed from the list of valid Migrant School Attended codes. School Code '9998' should be provided instead. The school code '9997' has been clarified as valid for Migrant Non-attendees and Out-of-School Youth.

    I/S/T04   PK-12 Course edits

    • The new Subject Area Codes CH, PH, EQ and S3 have been added.
    • The Subject Area of 'SS' is only valid for submissions thru the 2013-2014 school year.
    • The Subject Area of 'SV' is only valid for submissions between the school years 2007-2008 and 2012-2013.
    • The following edit, #39, dealing with Course Assessment Status, has been removed: If Course Assessment Status is A, E, or F, Credit Earned must be numeric and less than or equal to 1.00. If Course Assessment Status is B or C, Credit Earned must be zero. Instead, the new "Assessment Passed" fields will be used to determine credits earned.
    • Academic school year (School Year with Century) restrictions have been placed upon the use of the Course Flag E and R.
