Revised:

1.	For trading with institutions using FASTER identifiers, items 7 through 12 are not applicable, and contain default values.
2.	SPEEDE/ExPRESS trading partners are included if they are listed on the national EDI server as being in production or if a FASTER institution has specifically requested the addition of an institution that is in test mode. Their unique IDs for FASTER purposes will be found in Item 9. Their Institution Numbers (Item 1) will be 0000099 for elementary/secondary institutions, or 0010002 for postsecondary institutions. These records, though, will have default values (the letter "Z") for the four primary FASTER Status flags which are not applicable to them.
3.	Local policy for PGP requirements is not enforced at the central site. If you do not wish to trade with SPEEDE/ExPRESS institutions that do not encrypt then you must enforce this policy at the local level.
4.	The UT Server will no longer send SPEEDE transcripts to institutions that are not encryption compliant, as of 5/30/2006. To avoid creating transcripts which cannot be delivered we have modified the definitions of SPEEDE and ExPRESS status 'T' to mean "Sending and receiving test/Not yet encryption compliant"
