2012-2013 Migrant Student Information

1. The presence of LOW-VALUES in data fields causes significant problems for several institutions in the receipt of student records. A transaction will be rejected if non-displayable characters are sent in the data unless found in Filler Reserved for Local Use (last 9 bytes of each record type). Please use some other appropriate character (e.g., SPACES) with which to initialize your records before sending them.
2. Required fields are indicated by an asterisk (*) next to the field name.
3. Special characters, tilde (~), caret (^), and grave accent (`), are used as delimiters in the translation of FASTER to SPEEDE/ExPRESS. They are reserved symbols and as such cannot be included in data sent through FASTER to a SPEEDE/ExPRESS institution.
4. Up to ten (10) iterations of Qualifying Arrival information (the ten most recent) will be provided on an incoming Migrant Student transcript. On an outgoing transcript, only provide one; the one in which your school was the "To" school.
5. The following fields are desired, but are not required: QAD from City, QAD from State, and QAD from Country. They were previously reported as being required.

If the student has a social security number and provides this number to the school district, the Student Number Identifier, Florida, will have the following format:

First 9 digits: the student's Social Security Number; and
The 10th digit: the letter "X".

If the student does not provide a Social Security Number to the school district, the school district will assign a Student Number Identifier, Florida, to the student, formatted as follows:

First 2 digits
NN For any student entering a Florida school district for the first time, the first 2 digits will represent the district of initial entry into the Florida School System.
Last 8 digits
NNNNNNNN The last eight digits are district-defined in such a way as to result in a unique student number within the district in which the number is originally assigned.

8 39-46 8 A/N Qualifying Arrival Date (QAD) for Migrant Program Eligibility*

The date a child arrives in a new state or school district as the result of a move which establishes eligibility under federal guidelines.

9 47-66 20 A/N QAD From City

The name of the city in which the student resided prior to the qualifying move. This field is free-form entry.

10 67-68 2 A/N QAD From State

The two-character code for a state (within the United States, Canada, Mexico, or South America) in which the student resided prior to the qualifying move. A list of valid U.S. state codes is available in Appendix H. A list of valid state codes for Mexico, Canada and South America is available in Appendix BB.

11 69-70 2 A/N QAD From Country

The code for a country in which the student resided prior to the qualifying move. A list of valid country codes is available in Appendix G.

The name of the city in which the student resides following the qualifying move. This field is free-form entry but must have a value identifying the name of the City to which the student has moved.

  The two digit abbreviation of the state in the United States in which the student's residence in the new school district is located when the student made the last qualifying move. A list of valid U.S. state codes is available in Appendix H or 'PR' for the U.S. territory of Puerto Rico.

PLEASE NOTE:  Submit a code of 'ZZ' if the state is not a U.S. state or the U.S. territory of Puerto Rico. Puerto Rico (PR) is the only applicable U.S. Territory/Commonwealth the U.S. DOE MSIX system currently accepts.
