Updates to the 2009-2010 Version of FASTER

This document lists the updates that have been made to the FASTER system since the release of the manual on November 15, 2009.
 

As of November 19, 2009 - - On the P06 Secondary Tests Record, removed reject of clast codes 996-998 for test dates after 7/1/09. All CLAST waiver/exemption codes 995-999 allowed for remainder of school year.

As of January 11, 2010 - - Changed immunization status edit to bypass MSIX and SPEEDE/ExPRESS addressees. - Added withdrawal code/date edits to secondary transcripts. Previously edited only edited on interdistrict records. - Added new college readiness test FCB: Florida College Basic Skills Exit Test.

As of January 25, 2010 -- Added new ELL Basis of Exit (2nd) field to the secondary and interdistrict transcripts. - Added new Military Family Student field to the secondary and interdistrict transcripts. - The State College transcript now prints an indication of whether the student has met the requirements regarding College Readiness courses (Grade of C or better, and passing the associated FCB test).

As of February 11, 2010 -- On the I01 Demographic Record, the Birth Place description has changed regarding the associated links to locate country and state names. The link to 'Attachment 3-State Codes' has been removed. Links have been added for Appendix G, Appendix H, and Appendix BB for referencing state names. -On the I01 Demographic Record, wording for the Migrant Birth State description has changed to clarify the description of the field and correct the link to the state codes for Mexico, Canada and South America. - On the I01 Demographic Record, the Country of Birth description has changed regarding the requirement for Migrant students and Migrant non-attenders. In addition, the link to the valid country codes for PK-12 has been changed. - On the I01 Demographic Record, the link to the valid withdrawal codes for PK-12 has been corrected for the Withdrawal Code field. - On the I11 Migrant Student Record, additional wording has been added to the description for the 'QAD from City' field to clarify that it is a free-form field. - On the I11 Migrant Student Record, the 'QAD from State' description has been changed to clarify which state codes are valid for Migrant states. The link for Appendix Z has been removed and new links have been added for both U.S State codes and Migrant State codes. - On the I11 Migrant Student Record, the link to the 'ISO 3166 Country Codes' has been replaced with a link to valid country codes for the 'QAD from Country' field. - On the I11 Migrant Student Record, additional wording has been added to the description for the 'QAD To City' field to clarify that it is a free-form field. - On the I11 Migrant Student Record, the 'QAD To State' description has been changed to clarify which state codes are valid for Migrant states as it relates to this field. The reference to the dataset FRN.DISTRICT.STATE has been removed and a new link has been added for valid U.S State codes.

As of February 16, 2010 -- On the I01 Demographic Record, the descriptions have changed regarding the Parent/Guardian Name (1) and Parent/Guardian Name (2) fields to further clarify these fields as they apply to Migrant Students and Migrant Non-attenders. A link has been added for the District Instruction page as reference for these fields when creating migrant student and non-attender records. - On Appendix D new MSIX Response Codes have been added to the existing Header Record Message Type Codes. These same MSIX Response Codes have been added to the Message Type field on the I/S/T00 Header Record format in Appendix H.

The following edits have been modified on Appx R:I/S01 Record-- #27: Bypass edit of Health Examination if addressee is Migrants/MSIX.-- #55: Country of Birth must be a valid DOE foreign country code, but can also be blank if not sending to the Migrant Student System. -- #73: If Addressed Institution is the MSIX Federal Migrant Program, then Migrant Birth State must not contain blanks or ZZ. If Country of Birth is US, Mexico, Canada or South America, Migrant Birth State must be a valid DOE state/province code.-- #73a: If Addressed Institution is not MSIX, then Migrant Birth State may contain blanks or ZZ. If a code is sent and the Country of Birth is US, Mexico, Canada or South America, Migrant Birth State must be a valid DOE state/province code.I05 Record-- #22.6: If English Language Learner is LY, LF, LP, or LZ then English Language Learner Second Basis of Exit must be B-G, Z or blank.-- Removed edit of I05 Industry Certification ID and Vocational Program.I/S08 Record-- Allow score type 'DS' for all test types.I11 Record--#6: Qualifying Arrival Date (QAD) from State may be blank or 'ZZ'. Otherwise, if the QAD From Country is the United States, it must be a valid DOE US state code. If the QAD From Country is Canada, Mexico, or in South America, it must be a valid DOE state/province code.--#7: Qualifying Arrival Date (QAD) from Country may be blank or 'ZZ'. Otherwise it must be a valid DOE country code.--Removed QAD To State edit. May be free form, blank or ZZ.
As of February 26, 2010 -- As of Friday, February 26th, the FASTER telephone message line will be permanently disabled. Please e-mail FASTER requests to FSTR@fldoe.org.
As of March 9, 2010 -- On the I/S/T00 Header Record, a value of "9997" was added to Sending Institution, Number of School, and not to Addressed Institution as previously stated. This value is a special identification code in all school districts reserved for Migrant Non-Attenders.
As of April 30, 2010 -- Major Area of Interests (MAI's) are no longer to be reported per Florida Senate Bill 0004 legislation. All references to MAI fields and links have been either struck or removed from the FASTER Manual. - On the I04 Student Course Information Record, the MAI fields have been struck and replaced with FILLER. Fields subsequent to the MAI fields have been adjusted regarding the field number and position. - The MAI edit (#33 for the I/S04 Record) has been struck from the edits defined in Appx R. The Major Area of Interests fields will no longer be edited for validitiy since they will no longer be reported.
As of May 24, 2010 -- On the P06 Test Record, all data fields related to the FTCE Test have been struck. This test was inadvertently implemented and therefore, the page was reverted back to its original state prior to implementation.
As of June 1, 2010 -- Added a new Bright Futures edit error message to Appendix D, Message Type Codes: B21 - FASTER transcript is older than the previous and current school years. Contact the Bright Futures Office. - Updated code list for Exceptional Student Placement Status. Added 'E' (Evaluated and pending eligibility determination) and changed definition of 'T' from 'Temporarily placed' to 'Transferred and placed'.
As of June 8, 2010 -- Added verbiage to clarify District Number, Where Credit Earned and School Number, Where Credit Earned as they relate to the submission of Migrant transcripts addressed to MSIX (99/0006) and out-of-state courses. Only Florida in-state courses can be sent to the MSIX system.
As of June 21, 2010 -- Restructured the verbiage for fields District Number, Where Credit Earned and School Number, Where Credit Earned to break down the valid combinations of school numbers for courses reported for District Numbers '99' and 'FL' on submissions of Migrant transcripts. - Also added two new codes 'F' and 'M' for the Parent/Guardian Code field. - Expanded MSIX message type codes from 2 digits to 3 digits, for example "M1 " to "M01" etc. - Changed both the name and the verbiage for the Parent/Guardian Name(1), (2) and (3) fields and the Parent/Guardian Code(1), (2) and (3) fields to expand upon the explanation of the format for reporting these fields for all students. The field name "Parent/Guardian Name (1)" is now changed to "Female Parent/Guardian Name". The field name "Parent/Guardian Name (2)" is now changed to "Male Parent/Guardian Name". The field name "Parent/Guardian Name (3)" is now changed to "Parent/Guardian Name ". Likewise, The field name "Parent/Guardian Code (1)" is now changed to "Female Parent/Guardian Code". The field name "Parent/Guardian Code (2)" is now changed to "Male Parent/Guardian Code". The field name "Parent/Guardian Code (3)" is now changed to "Parent/Guardian Code".
As of June 25, 2010 -- Corrected and restructured the verbiage for fields Country of Birth and Migrant Birth State for the I01 Demographic format to further clarify the valid combinations of Birth Country and State codes for Migrant reporting. Also corrected edit #55 for Country of Birth and edit #73 Migrant Birth State in the Edit Specification (appx R).
