In an effort to support districts with the technical aspects of reporting migrant fields on the I01 and I11 FASTER formats, changes to the FASTER Demographic and Migrant formats are documented on our FASTER Web site, www.fldoe.org/faster. This documentation provides details about the reporting of specific migrant fields to assist districts with the assessment of local systems in determining necessary adjustments to their systems in order for the district to accommodate federal requirements. Our intent is to provide guidance to districts in their efforts to report fields specific to a migrant student such as Country of Birth, Migrant Birth State (I01) and qualifying move fields QAD from Country, QAD from State, and the QAD to State (I11).
Because the codes defined by the state are reported for all students and not only for migrant students, Florida must try to maintain the integrity of the state codes while providing the equivalent codes to the Migrant Student Information Exchange (MSIX) system.
Country of Birth (I01) and QAD from Country (I11)Although most of the country codes maintained by the state are consistent with the MSIX system, a few of them are not. Canada is a good example: CC as defined by Florida, CA as defined by the MSIX system. Therefore, for transmission of migrant records to MSIX, the FASTER system must make this correlation in order to determine the country’s NCES equivalent code. The NCES code is a uniquely assigned code for each country by the National Center for Education Statistics. This is the code that must be sent to MSIX representing the country reported. Additionally, the MSIX country code abbreviation is used by FASTER to determine the state code that must be sent to MSIX for the state code reported by the district (more about that under the next topic).
For migrant students, the country code reported for these two fields must be a valid country code as indicated in Appendix G of the Education Information & Accountability Services Student (EIAS) manual.
Migrant Birth State (I01), QAD from State (I11)
Migrant state codes are a deviation from the normal two digit state abbreviations we currently use. We still will reference the normal two digit abbreviations for U.S. state codes, and U.S. Territories / Commonwealths. However, when considering U.S. Territories / Commonwealths, it is critical to note that the MSIX system currently recognizes Puerto Rico (PR) as the only valid U.S. Territory code. In cases where the individual was born in a U.S. Territory such as the Panama Canal Zone, we suggest the code ZZ be supplied for ‘Not Applicable’.
Other than a valid U.S. state or Territory / Commonwealth code, only state codes for Canada, Mexico or South America can be reported for a migrant student. These are the only codes deemed valid by the MSIX system. The MSIX system does require the reporting of South American states. If the migrant student was born in a country other than the four countries mentioned herein, we suggest reporting a state code of ‘ZZ’ for ‘Not Applicable’.
MSIX defined migrant state codes can be either a one or two character alphabetic value, a 2 digit numeric value, and can be duplicative in nature. To accommodate the reporting of these state codes, the FASTER system will utilize the country code reported by a district and a state code as defined by the state’s ‘Canadian, Mexican and South American State Codes’ found in Appendix BB of the EIAS manual.
The country name and abbreviation associated with the reported country code, the name of the state, and a State Postal/FIPS Code are in the appendix list. Districts should select and send the State Postal/FIPS Codes associated with the appropriate state name, of the appropriate country they are reporting. Prior to sending this information to the MSIX system, FASTER will utilize a ‘lookup’ table to derive the appropriate country and state values to be sent. The district data in FASTER will continue to be the country code of ‘CC’ and state code of ‘01’.
AS EXAMPLE: Alberta, Canada:
Country code sent to FASTER by Districts should be: CC
State code sent to FASTER by Districts should be: 01
State code sent to MSIX by FASTER: CA01
Country code sent to MSIX by FASTER: 0400 NCES equivalent country code.
The ‘QAD to State’ field should be a valid U.S. state code as indicated in Appendix H or a valid territory or commonwealth code as indicated in Appendix Q of the EIAS manual. Again, when considering U.S. Territories / Commonwealths, it is critical to note that the MSIX system currently recognizes Puerto Rico (PR) as the only valid U.S. Territory code. In cases where the individual was moving to a U.S. Territory such as the Panama Canal Zone, we suggest the code ZZ be supplied for ‘Not Applicable’.
Female Parent/Guardian Name and Male Parent/Guardian Name (I01)When parent names are available for Migrant students and non-attenders, the fields 'Female Parent/Guardian Name' (formerly Parent/Guardian Name(1)) and 'Male Parent/Guardian Name' (formerly Parent/Guardian Name(2)) should be formated and populated in a manner sufficient for FASTER to build the associated MSIX parent fields. If an additional parent or guardian is available, that name should be provided in the field 'Parent/Guardian Name' (formerly Parent/Guardian Name(3)). It is important that the Parent and/or Guardian name be properly formated by each district. FASTER will expect the Female Parent/Guardian Name to be populated with the mother's name while Male Parent/Guardian Name should be populated with the father's name. For all three of these fields, FASTER will expect that the last name always appear first, followed by a comma ',' and the comma followed by the last name. If reported in this manner FASTER will be able to place the parent's first and last names in the appropriate MSIX fields.
