Districts and Postsecondaries
If you have not yet done so, visit the FASTER web page and sign up for the FASTER listserv by clicking on the Sign up for the Listserv link. Documentation on how to use the listserv can be found at http://lserv.fldoe.org.
We still have participation problems. Institutions are dropping FASTER before completing migration to their new platform/software. IT IS NOT AN OPTION to drop FASTER until your replacement capabilities are ready
to go into production. Also, there are many elementary/middle schools still not participating. This is not acceptable. If your institution is having problems getting responses from any Florida public PK-12 or postsecondary, contact Lavan Dukes, Howard Campbell, or Lynda Page (K-12, community colleges and SUS respectively). The committee will ask the Commissioner/Secretary to help get these schools in compliance.
The cutover to the new version of FASTER and SPEEDE/ExPRESS will begin on September 28, 2007. The new version will be in place on October 1st. FASTER users will be notified via e-mail from the listserve when more details are available on the FASTER web page.
Districts Only
FASTER PK-12 schools can be listed individually on the registrant list at the University of Texas, Austin, the server that handles SPEEDE/ExPRESS. OAS will continue to update the Texas server monthly per requests from the school districts.
FUNCTIONAL SYSTEM CHANGES

NOTE: Changes that were made to FASTER over the course of the previous year (i.e., since the original 2006-2007 manual was published in November 2006) are listed in Updates to the 2006-2007 Version of FASTER.
New Message Type Codes have recently been added for Bright Futures rejects. The codes and their meaning are:
- B16 - Record rejected because another student with a different first name and/or DOB is already using this Student ID. Either correct the data and resend or contact the Bright Futures Office.
- B17 - Record rejected because this student is in our system more than once with different identifiers. Contact the Bright Futures Office.
- B18 - Record rejected because ALIAS HS ID is correct but SSN belongs to another student. After verifying SSN, contact OSFA.
- B19 - The record sent to the Bright Futures Office was rejected because the student exists in the Bright Futures Initial Eligibility database under a different year in a private school. Either correct the data and resend or contact the Bright Futures Office.

- A new one-character field has been added, Gordon Rule Indicator to indicate that the completed course was offered as a Gordon
Rule Course. It does not mean that the student received Gordon Rule credit for the course. That will have to be determined by looking at the final grade.
This field will not be required this year, but likely will be in the future.

I/S01 PK-12 Student Information Format
- A new two-character field has been added, Migrant Birth State to indicate the code for a State (within the United States,
Mexico and Canada), in which the student was born. This field will replace the filler located at Item #15, in
positions 110-111.
- A new twelve-character field has been added, Migrant Identification Number to indicate the unique, system-generated
identification number assigned to identify a migrant student's consolidated record. This field will replace item #13 (Filler) and #14 (MSRTS
Student Record Number), in positions 97-108. All subsequent items in this format will be renumbered.
- A new 8-digit date field has been added, MEP Enrollment Date to indicate the date on which the student was enrolled in the
Migrant Education Program. This field will replace the Qualifying Arrival Date located at Item #19b, in positions 131-138.
Qualifying Arrival Date has been relocated to the new I/S11 format.
- The field Migrant Residency Date has been relocated from Item #19c, in positions 139-146, to the new I/S11 format.

- A new four-character field has been added, Major Area of Interest, to indicate the Major Area of Interest to which this course
applies. This field occurs twenty (20) times. A course may fall into several MAI categories.
- A new seven-character field has been added, Course Number, Substituted. This field should be used in conjunction with a value of
"*" (asterisk) in the Course Flag field to designate a course as being a Department of Education approved substitute for another course.

I/S00 PK-12 Header Record Edits
- A new Addressed Institution Code has been created for NCAA Clearing House, only for the purpose of printing transcripts. This is not a valid "sending" address, and will cause SRTS03 to reject the transcript.
By designating "0010003" as the OPEID Number of Institution, and "0000" as the Number of Campus, "NCAA Clearing House" will print in the top left-hand corner of the transcript when running SRTS12IS/AS/CC.
- A new code has been created for Addressed Institution and Sending Institution for the purpose of sending migrant student transcripts to the MSIX Federal Migrant System. The Number of District should be "0000099", and
the Number of School should be "0006". (Unlike other code 99 transmissions, no SPEEDe/ExPRESS ID is required in Field #32b.)
I/S01 PK-12 Demographic Edits
- A new edit is not being added. However, we are clarifying the format needed for Parent/Guardian Name (1) and (2),
Items #26 and 28. The recommended format is to place the mother's name in the first field, Parent/Guardian
Name (1), positions 467-491, and to place the father's name in the second field, Parent/Guardian Name (2), positions
493-517. Both fields should follow the format "lastname, firstname". Note that these are recommendations, made in support of our new interface with the Migrant Student Information Exchange system. These are not reject edits.
- MEP Enrollment Date for Migrant Students should not be blank or zeroes. It must be numeric and a valid date of the form MMDDCCYY, which is not in the future. -Reject-
- MSIX Migrant Identification Number should be numeric and should match the Institutional Student Number received for the Migrant student from the MSIX Federal Migrant System.
- Migrant Birth State combines Canadian Province and Mexican State codes with the U.S. state code set. A comprehensive list will be
provided within the next two weeks on dataset FRN.DISTRICT.MIGRANT.STATES.

- The Major Area of Interest code must be a valid code as found on the Major Area of Interest table found on dataset FRN.DISTRICT.MAI.
- Course Grade must be one of A+, A, A-, B+, B, B-, C+, C, C-, D+, D, D-, F,
I, N, U, P, S, E, WP, FL, NG, WF, W, or blank (left justified). For grades PK - 8, Course Grade is not edited. -Reject-
- If Course Grade is W, then Course Number must be a dual enrollment course.
- For the time being, the new field Course Number, Substitution will only be used for course substitutions created on or after July 1, 2007. Course
substitutions having course flags in existence prior to July 1, 2007, will continue to use their existing course flags. Until more substitutions are approved the following edit is applied.
If a Course Flag has a value of "*" (asterisk), then the Course Number, Substitution should be 0800300 (Life Management Skills), and the Course Number should be either 1802300 or 1802310
(Navy ROTC).

- The maximum number of I/S08 Student Test records allowed is increased from five to nine, allowing for twenty-four additional tests to be reported.

- If the previous header record's Record Type was not I00; -Reject-

- The Qualifying Arrival Date (QAD) for Migrant Program Eligibility should not be blank or zeroes.
It must be numeric and a valid date of the form MMDDCCYY, which is not in the future.
- The QAD from City must not be blank.
- The QAD from State must not be blank and must be a valid state code as found on FRN.DISTRICT.MIGRANT.STATES.
- The QAD from Country must not be blank and must be a valid country code as found on FRN.DISTRICT.COUNTRY.
- The QAD to City must not be blank.
- The QAD to State must not be blank and must be a valid U.S. state code as found on FRN.DISTRICT.STATE.
- Migrant Residency Date for Migrant Students should not be blank or zeroes. It must be numeric and a valid date of the form MMDDCCYY, which is not in the future. -Reject-
- Note: Up to ten (10) iterations of Qualifying Arrival information (the ten most recent) will be provided on an incoming Migrant Student transcript. On an outgoing transcript, only
provide one; the one in which your school was the "To" school.
