2007-2008 Student School Year Information

1. Record Type: I03 - Items 1-13 are valid for interdistrict record transfer and Bright Futures record transfer.
    S03 - Items 1-7 and 11 are valid for transcripts and Bright Futures record transfer.
Items 15-22 are not used for records transfer, but for running SRTS12IS print program in-house.
2. Send one record per school year.
3. If a student transfers to another Florida public school district prior to the end of a school year the Grade Promotion Status field would contain 'N'. The Annual Days Absent and Present would contain the information as of the time the student left the district.
4. The presence of LOW-VALUES in data fields causes significant problems for several institutions in the receipt of student records. A transaction will be rejected if non-displayable characters are sent in the data unless found in Filler Reserved for Local Use (last 9 bytes of each record type). Please use some other appropriate character (e.g., SPACES) with which to initialize your records before sending them.
5. Required fields are indicated by an asterisk (*) next to the field name.
6. Special characters, tilde (~), caret (^), and grave accent (`), are used as delimiters in the translation of FASTER to SPEEDE/ExPRESS. They are reserved symbols and as such cannot be included in data sent through FASTER to a SPEEDE/ExPRESS institution.
7. A value of "9997" is valid for the School Number, Current Enrollment field for Migrant Non-Attenders. This value should be used as a reporting number for students identified as Migrant, ages 3 through 21, who are not enrolled in school, and have not graduated from high school.

2 4-13 10 A/N/R Student Number Identifier, Florida*

If the student has a social security number and provides this number to the school district, the Student Number Identifier, Florida, will have the following format:

First 9 digits: the student's Social Security Number; and
The 10th digit: the letter "X" .

If a SPEEDE/ExPRESS institution does not provide a valid social security number or high school student number identifier, the the value will be "999999999G".

If the student does not provide a Social Security Number to the school district, the school district will assign a Student Number Identifier, Florida, to the student, formatted as follows:

First 2 digits
NN For any student entering a Florida school district for the first time, the first 2 digits will represent the district of initial entry into the Florida School System.
Last 8 digits
NNNNNNNN The last eight digits are district-defined in such a way as to result in a unique student number within the district in which the number is originally assigned.

9997 Migrant Non-Attenders - Used for students identified as Migrant, ages 3 through 21, who are not enrolled in school, and have not graduated from high school.

The school year for which student courses, grades and credits are recorded in the student's permanent record. School year is:

A numeric value representing the total days absent during the regular 180 day school year by the student. This is a calculated value using daily attendance.

A numeric value representing the total days present during the regular 180 day school year by the student. This is a calculated value using daily attendance.

10 42-42 1 A Grade Promotion Status

Grade promotion status is defined as the change in grade assignment at the end of a regular school year or summer session. For example, if a PK-12 student meets all criteria for advancement to the next highest grade in his or her current school at the end of the regular 180 day school year or the 45 day summer session, that student is considered to have been promoted. Conversely, any PK-12 student who has not met all criteria for advancement to the next highest grade should be considered as retained. Codes and definitions follow:

Code Definition
A Promoted to a higher grade without meeting levels of performance for pupil progression based on limited circumstances for exceptions or good cause.
D Student with disabilities opted to remain in school. See note below.
P Academically promoted to a higher grade, graduated or completed
R Retained in same grade at the end of the school year
N Not enrolled in a KG-12 program in the district at the end of the school year
Z Promotion status not applicable - use this code for PK unless the PK student is promoted to Kindergarten; for students in continuous progress schools who have not been promoted; for students in grade 23; for reporting adults in grades 30 and 31; or for students in grades 13, 14, 15, 16, 20, 21 & 23 through June 30, 1988.
Note regarding code D: The Individuals with Disabilities Education Act (IDEA) requires that districts must provide a free and appropriate education (FAPE) to all students who have not reached age 22 and who have not earned a regular high school diploma (34 CFR 300.121). This requirement applies even if the student has received a special diploma, a certificate of completion, or a special certificate of completion. Additionally, districts may choose to continue to offer FAPE through the school year in which students turn 22.

These fields will contain the district grading scale, course flags if necessary and any other pertinent information regarding the student which pertains to the courses or school year for the information being transmitted.

        Special Fields Used By SRTS12IS Print Program (Items 15-22)

When institutions run the SRTS12IS print program at their local site using Interdistrict or Secondary to Postsecondary record formats for input, the District and State End of Term GPA, Quality Points, Cumulative GPA and Cumulative Quality Points will be printed if, and only if, the data are placed on the I03/S03 records as defined below. Non-numeric data are printed unformatted in the End of Term Section. The last valid District and State Cumulative Quality Points values will also be shown in the "Cumulative Summary" block. These fields should be left blank when transmitting the student's records to another institution via the FASTER system.

The calculated numeric grade point average for all courses completed during the current term in grades 9 - 12 for credit toward graduation.
