2006-2007 Header Record Format

1. The presence of LOW-VALUES in data fields causes significant problems for several institutions in the receipt of student records. A transaction will be rejected if non-displayable characters are sent in the data unless found in Unique Institutional Identifier or in Filler Reserved for Local Use. Please use some other appropriate character (e.g., SPACES) with which to initialize your records before sending them.
2. Districts requesting a transcript from a postsecondary institution should use record type P00.
3. Special characters, tilde (~), caret (^), and grave accent (`), are used as delimiters in the translation of FASTER to SPEEDE/ExPRESS. They are reserved symbols and as such cannot be included in data sent through FASTER to a SPEEDE/ExPRESS institution.

This is the main identification number for this student/applicant. Depending on the type of transmission, this will be the student's Social Security Number or the student's Student Number Identifier, Florida (which, in many cases, will contain the student's Social Security Number). NOTE: This field is not required on a Request record. However, this field must be filled in by a responding institution unless no match was found.

For these formats, the Primary Student Identifier is coded as follows:

        Interdistrict and Secondary to Postsecondary Request/Response Formats

For these formats, the Primary Student Identifier is coded as follows:

If the student has a social security number and provided this number to the school district, the Student Number Identifier, Florida, will have the following format:

First 9 digits: the student's Social Security Number; and

The 10th digit: the letter "X".

If a SPEEDE/ExPRESS institution does not provide a valid social security number or high school student number identifier, the value will be "999999999G".

If the student does not provide a Social Security Number to the school district, the school district will assign a Student Number Identifier, Florida, to the student, formatted as follows:

First 2 digits

NN For any student entering a Florida school district for the first time, the first 2 digits will represent the district of initial entry into the Florida School System.

Last 8 digits

NNNNNNNN The last digits are district-defined in such a way as to result in a unique student number within the district in which the number is originally assigned.

On a request transaction, this field is used to further identify a student's records. The official high school graduation date is carried on the I/S01 record of the response transaction.

The student's/applicant’s birth date is a required field, unless the record is a postsecondary response (record type P00 with message type beginning with either ‘S’ or ‘Q’).

16a 215-223 9 A/N SPEEDE/ExPRESS Transaction Control ID

This field uniquely identifies this record and serves the same purpose for SPEEDE/ExPRESS (the national electronic transcript transfer system) that our Unique Institutional Identifier (item 14) serves for FASTER. The system handles this field automatically, so institutions should not put anything in it when preparing records for transmission unless the institution is responding to a request, in which case the data that was originally sent in this field must be returned in the response.

16b 224-238 15 A/N/L SPEEDE/ExPRESS Institution ID

This field is the institution ID as defined by SPEEDE/ExPRESS, and is used only when communicating with non-FASTER institutions. When sending records to a non-FASTER institution, fill this field with the corresponding SPEEDE/ExPRESS Institution ID from the Participation Status file (See Appendix K); otherwise this field is spaces. Then put 00000990000 into the Addressed Institution field (item 3 of this record type), if the addressee is a PK-12 institution, or put 00100020000 in the Addressed Institution field if the addressee is a postsecondary institution. Similarly, incoming transmissions from non-FASTER institutions are identified by the presence of 00000990000 or 00100020000 in the Sending Institution field. The SPEEDE/ExPRESS Institution ID uniquely identifies the non-FASTER sender.
