2005-2006 Institutional Contact Format

1. Non-FASTER elementary/secondary institutions will have 00000990000 in the Institution Identifier field (item 3), while Non-FASTER postsecondary institutions will have 00100020000 in this field. Both kinds of non-FASTER institutions will have their SPEEDE/ExPRESS Institution IDs stored in item 12, and their Country and State/Province codes in items 13 and 14, respectively.

P = Packed decimal
R = Right justified with leading zeros
L = Left justified

This value will always be "S00". Note that this does not mean that this record is formatted like a Header Record. Having this value in the first three characters of the record is significant only in RJE data transmissions. With this value in place, programs SRTS05 and SRTS06 can be used to transmit these files as 80 character records, a necessity for the RJE process. Once file transmission is complete, this field can be ignored.
