Updates to the 2000-2001 Version of FASTER

This document lists the updates that have been made to the FASTER system since the release of the manual.

As of May 18, 2001 -
 
Subtest codes F1, F2, F3, and F4 have been added to the Florida Comprehensive Assessment Test (FCAT).
New test Diagnostic Assessments of Reading (Riverside) has been added. Please note that the subtest code for Oral Reading is the letter O and the numeral one (not zero and one).
New test Early Reading Diagnostic Assessment (The Psychological Corporation) has been added. We have not received any information indicating whether or not there are any specific subtest codes for this test, so the test will be edited for generic subtest codes.

As of April 30, 2001 -
 
Many FASTER users have not yet implemented the necessary modifications to properly process SPEEDE/ExPRESS transmissions (see Appendix Q). Therefore, FASTER automatically generates duplicate requests and responses to ensure record transfer is not interrupted. The duplication of requests and responses will be discontinued in November 2001. Any FASTER user that can handle records that are addressed to or sent from institution 00100020000 and 00000990000 should notify FIRN Applications and request that their status be changed so that duplicates will no longer be sent.
All postsecondary institutions have been registered with the server that handles SPEEDE/ExPRESS (currently located at the University of Texas at Austin). At a districts' request we will register their high schools on the Texas Server using their CEEB code.
 
Limited English Proficiency Edits 18.8 and 18.9 have been deleted.
 
Subtest code HG, Human Geography, has been added for the Advanced Placement Test (APT).

As of March 19, 2001 -
 
The definitions of item 3, Addressed Institution, and item 4, Sending Institution, have been updated to include District 95 for Bright Futures. The edits in program SRTS03 for Addressed Institution and Sending Institution will be modified accordingly as of April 2, 2001, at which point you may send to District 95.

As of February 22, 2001 -
 
The definition of item 16a, SPEEDE/ExPRESS Transaction Control ID, has been updated to include instructions for handling the field when the header being written is in response to a request.
 
In Appendix R, format I/S04, Edit 8.1, Appendix R, format I/S04, has been modified to include C901-C928 and U970-U979 as valid school numbers; and Edit 8.2 has been modified to include N997 and N998 as valid school numbers.
 
The text of the Edit 18.8 in Appendix R, format I/S05 has been clarified and edit program SRTS03 has been corrected to agree.
 
Yet one more code has been restored to Dropout Prevention Outcomes to accomodate historical data. As previously mentioned, these changes cannot be considered permanent until the format has been reviewed by the STRES committee (see November 9, 2000, below). For Dropout Prevention Program codes D and H, the Dropout Prevention Outcome code of Z has been added.
 
Codes 101-103 have been added as valid FEFP codes for item 33, Support Level to allow for historical data. As with the changes made to Dropout Prevention data fields, these changes cannot be considered permanent until format I/S06 has been reviewed by the STRES committee.
 
The test code for International Baccalaureate Program (IBP) has been added along with subtest codes and edits 11 and 15 have been updated accordingly.

As of February 9, 2001 -
 
More codes have been restored to the Dropout Prevention edits to accomodate historical data. As previously mentioned, these changes cannot be considered permanent until the format has been reviewed by the STRES committee (see November 9, 2000, below).
 
In the initial publication of this manual, the following deletions were made from Dropout Prevention/Juvenile Justice Programs:
  -   Dropout Prevention Program codes C, O, and R have been added.
  -   Placement Reason Code R has been added to program codes U, A, P, and S.
  -   For code C, Placement Reason Codes M, N, and R have been added, along with the Outcome code of Z.
  -   For program code O, Placement Reason Code Z has been added, along with the Outcome code of Z.
  -   For program code R, Placement Reason Code Z has been added, along with the Outcome code of Z.
 
Edit programs SRTS01 and SRTS03 have been modified to edit the Talented Twenty data. Fields edited are as follows: for the Header format (I00/S00/P00), Record Type, Addressed School Number, Sending Institution, and Message Type; for the Course format (I/S04), Subject Area, Credit Attempted, Credit Earned, and Course Grade.
 
See Chapter Two for a list of reserved symbols to be excluded from data being sent through SPEEDE/ExPRESS.

As of January 24, 2001 -
 
New code US has been added for United States History, in format I/S08. Edit 15 in Appendix-R, format I/S08 has been updated accordingly.
 
New codes AA, AE, and AP have been added for Attachment 3 to Format T1, list of state codes.

As of November 30, 2000 -
 
New codes S and F have been added for Additional School Year, Student, item 68, in format I/S01. Edit 70 in Appendix-R, format I/S01 has been updated accordingly.
 
A number that uniquely identifies a student is required to be able to translate the FASTER format(s) to the SPEEDE/ExPRESS format(s). Because this information has not always been sent, a new cross-field edit 2.5 has been added for Primary Student Identifier, item 2, and Institutional Student Number, item 7, on the Header format, requiring the presence of one or the other if the transcript is addressed to an out-of-state or non-FASTER institution.

As of November 9, 2000 -
 
The text in Item 8, School Number Where Credit Earned, format I/S04, has been corrected to clarify edit 8.1 for that field.
 
In the initial publication of this manual, the following deletions were made from Dropout Prevention/Juvenile Justice Programs:
  -   H and S from Program codes,
  -   Placement code D from Program code U,
  -   all Placement codes from Program codes H and S,
  -   Outcome code Z from Program codes U and A, and
  -   all Outcome codes from Program codes H and S.
It has become apparent that these codes cannot be dropped without analysis of the Dropout Prevention/Juvenile Justice Program edits; therefore, they have been restored to the definition and the edits. The addition of Placement code T for Program code A remains. This topic is scheduled for discussion at the next meeting of the STRES Committee.
 
A code value of N has been added to the list of valid codes for Program Participation Prior to Kindergarten, Item 61, on the I/S01 format.

As of October 27, 2000 -
 
In order to comply with the latest DOE data element description for Vaccine Status, Date, edit 12 for items 9-38 in the P08 format and edit 10 for items 9-38 in the I/S02 format have been modified. The edit now allows Vaccine Date to be a valid date, "EXEMPT", or a valid century and year with four zeroes in the month and day (eg. "19970000") if the Vaccine Status is L.
 
Item 33, Support Level, currently is not being used correctly in format I06. The temporary solution is to modify the edit by dropping all reference to the Exceptional Student Placement Date allowing any of the previous FEFP or Support Level values to pass the edit. This topic is scheduled for discussion at the next meeting of the STRES Committee.

As of October 17, 2000 - Additional modifications resulting from Bulletin 00-004 published by the Bureau of Education Information and Accountability Services:
 
Subject Content Codes ER, EL, EB, KR, KN, and KU have been added for the CEEB ACH/SAT II test in the T8 format. Edit 15 of the T8 format in Appendix-R has been updated accordingly.
As of October 11, 2000:
 
The Florida Competency Test on Personal Fitness (FCP) has been added. Edit 11 of the T8 format in Appendix-R has been updated accordingly.
 
The 8 character Subject Code for Subject Content Code 38 of the Stanford Achievement Test has been changed from CAP/MECH to LAN/MECH.
 
The definition of the line created for facilitating optical scanning has been added to the print layout for Grades PK-12 and Adult Permanent Record Landscape and Portrait Format, the Secondary Transcript Print Chart Graduation Summary in Appendix U and to the Postsecondary Transcript Print Chart in Appendix V.
