Non-FASTER elementary/secondary institutions will have 00000990000 in the Institution Identifier field (item 3), while Non-FASTER postsecondary institutions will have 00100020000 in this field. Both kinds of non-FASTER institutions will have their SPEEDE/ExPRESS Institution IDs stored in item 12, and their Country and State/Province codes in items 13 and 14, respectively.
