For FASTER institutions (Florida public school districts, community colleges, and state universities), items 7 through 12 are not applicable, and contain default values. Non-FASTER institutions will be listed if they are participating in SPEEDE/ExPRESS in some way. Their unique IDs will be found in Item 9. Their Institution Numbers (Item 1) will be 0000099 for elementary/secondary institutions, or 0010002 for postsecondary institutions. Their records, though, will have default values (the letter "Z") for the four primary FASTER Status flags which are not applicable to them.

Two new fields have been added. PGP compliance, item 13, is a "yes/no" field indicating whether or not this institution encrypts its data with PGP prior to transmission. Non-PGP Acceptance, item 14, is a "yes/no" field indicating whether or not this institution is willing to accept unencrypted data from a SPEEDE/ExPRESS sender.
