The 1998 Florida Legislature, recognizing the essential role that teachers play in preparing Florida’s students for high academic achievement, life-long professions and vocations, and for successful, productive citizenry, passed the Excellent Teaching Program Act. The program was renamed the Dale Hickam Excellent Teaching Program in 2002. The purposes of this program are to identify and reward teachers for excellence in teaching by providing incentives to remain a full-time teacher in a Florida public school classroom and seek certification by the National Board for Professional Teaching Standards (NBPTS).
