Description: Training of school district and fire safety inspectors in the performance of annual fire safety, casualty safety, and sanitation inspections in accordance with Florida Fire Prevention Code (SFM Rule 69A-58) and Department of Education State Requirements for Educational Facilities (SREF).

- Course 1: SREF/69A-58 - 3 days. Fire safety, casualty safety, sanitation, and accessibility in existing schools. Classroom (Powerpoint presentation) analysis of codes, and actual problems inherent in maintaining safety in existing school buildings. Includes a field inspection of a local facility.

24 SFM approved recertification hours FSFC 0317. Approval Number 8080 for both Fire Safety Inspectors and Special Fire Safety Inspectors.
Course also provides 18 DBPR approved Continuing Education Hours for registered architects. Approval Number AR.01.575 - Course 2: SREF/69A-58 - 2 days.
Maintaining fire safety in existing school buildings. Classroom (Powerpoint presentation) analysis of codes and actual problems inherent in maintaining safety in existing school buildings. For local fire control authorities/inspectors to familiarize them with SFM Rule 69A-58 and SREF requirements as they apply to their annual fire inspections of existing educational facilities. Open to district personnel and others.
16 SFM approved recertification hours. Approval Number 3016 for both Fire Safety Inspectors and Special Fire Safety Inspectors. For district maintenance and safety personnel and design professionals to familiarize them with common day-to-day violations of safety, with an emphasis on fire safety. - Course 4: Life Safety Awareness - Administrators - 2 hours or 4 hours, optional
A primer to educate principals and assistant principals on basic code requirements and common building-user violations that can compromise the safety of their building(s).

Title: Mold Training -1 hour

Description: Course is an overview of mold, what it is, how it grows, why it grows and current legislative mold rulemaking with regards to mold assessment and remediation. The EPA publication, "Mold Remediation in Schools and Commercial Buildings" guidance is furnished to examine mold prevention, mold control and cleanup guidelines for mold remediation. Topics are tailored to be interesting and informative to people of varied backgrounds (e.g., maintenance and custodial personnel, principals, and administrators).

Title: Integrated Pest Management - 1 hour

Description: Course outlines Integrated Pest Management strategies to be incorporated in the existing custodial, maintenance, and classroom activities. This is a proactive management approach to reduce sources of food, water and shelter for pests and encourage good sanitation with less or no pesticide application in your school building and grounds.

Gene F. Wilson, Education Consultant / Safety, Maintenance, and Operations Trainer
Gene is a retired U. S. Navy Chief Petty Officer with over 30 years experience in adult learning. He served as a volunteer fire fighter and Fire Commissioner in the Midway Fire Protection District. Gene holds a Master’s degree in Public Administration, and an Education Specialist degree in Adult Education. With his background and experience, he is certified by the Occupational Safety and Health Administration as a General Industry Outreach Trainer. Before joining the Department of Education Gene was the Training Officer for the Facilities Management Division in the Department of Management Services. Contact Gene for the following courses:
Accident Investigation (2 hrs) Overview and discussion of how to prepare an investigation team, conduct an investigation, compile a report on the results of the investigation, and develop suggestions for follow-up corrective actions and preventive measures.

Basic Electrical Safety (2 hrs) An overview and discussion of basic electrical safety including dangers of electrical shock, how injuries occur, hazards, protective devices, and techniques. Intended for non-electricians, this course can include Affected and Authorized personnel.

Confined Spaces - Permit Required (2 hrs) AA program designed to heighten awareness of the existence and hazards of confined spaces and spaces with hazardous atmospheres in our schools and campuses. Discusses duties of Entry Team members and the provisions and requirements for a written program as described by OSHA Standard 29 CFR 1910.146 – Confined Spaces-Permit Required.

Fire Extinguishers, Fire Prevention and Safety (2 hrs) Overview of types of fires, types of fire extinguishers, how and when each type is used, preventing fires in the workplace, and how to get out of danger.

Groundskeepers' Equipment (2 hrs) Overview of hand and power tool safety for groundskeepers, and the importance of protection from environmental hazards (including insects, spiders, and snakes).

Hand and Portable Power Tool Safety (2.5 hrs) Discussion of OSHA requirements, procedures for using basic hand and power tools including hazards, safety elements, PPE, power sources, and safety guards.

Hearing Conservation (2 hrs) Discusses OSHA’s Occupational Noise Exposure standard (29 CFR 1910.95), and the importance of implementing a written Hearing Conservation Program.

Job Hazard Analysis (2 hrs) Description of Job Hazard Analyses: benefits, basic components of identifying potential job hazards, and determining preventive measures (e.g., PPE). This course includes Job Hazard Analysis Worksheet and Job Task Inventory samples.

Lock Out/Tag Out (LOTO) (3 hrs) the importance of developing and incorporating an effective Lock Out/Tag Out program in the workplace. This course meets the training requirements of 29 CFR 1910.147(c)(7).

LP Gas Systems in School Facilities (8 hrs) Discusses characteristics, equipment use, placement, operation, accident prevention, and principles of inspecting LP Gas systems. (Pre-scheduled, not available on request - presented jointly with the Department of Agriculture and Consumer Services, Bureau of LP Gas Inspections.) Fire Safety Inspectors receive 8 classroom hour credits (CEUs).

Machinery/Machine Guarding (2 hrs) Discussion of OSHA requirements, where mechanical hazards occur, causes of machine accidents, requirements for safeguards, methods of machine guarding, accident prevention devices and techniques, and machine safety responsibilities.

Occupational Safety and Health Standards for General Industry (10 hrs) Covers OSHA policies, procedures, and standards, as well as general industry safety and health principles. Topics include scope and application of the OSHA general industry standards. Special emphasis is placed on those areas that are the most hazardous, using OSHA standards as a guide. Upon successful course completion, the student will receive an OSHA General Industry Safety and Health 10-hour course completion card.

Occupational Safety and Health Standards for General Industry (30 hrs) Covers OSHA policies, procedures, and standards, as well as general industry safety and health principles. Provides much greater depth and detail than the 10-hour course. Topics include scope and application of the OSHA general industry standards. Special emphasis is placed on those areas that are the most hazardous, using OSHA standards as a guide. Upon successful course completion, the student will receive an OSHA General Industry Safety and Health 30-hour course completion card.

Personal Protective Equipment (2 hrs) The course reviews OSHA Personal Protective Equipment standards in Title 29 CFR 1910, Subpart I. Discussions include requirements for head, eye/face, hearing, respirator, torso, arm/hand, and leg/foot protection equipment, and how to determine usage and training requirements.

Powered Industrial Truck (Forklift) Safety (8/3 hrs) These courses meet OSHA requirements for certification of new drivers and recertification for employees who operate powered industrial trucks (forklifts) (29 CFR 1910.178, Subpart N). Class includes explanations of the physical properties and characteristics of the vehicles, safe operations, refueling procedures, and other pertinent information. The initial certification course comprises 4 hours of classroom instruction and 4 hours on the driving range. The recertification course consists of 3 hours of classroom instruction. OSHA requires operators to be certified prior to operating any powered industrial truck. Operator certificates are valid for three-years. Operators must be recertified within that time-frame. Certification cards are provided for those completing the class.

Respirator Use and Safety (4 hrs) Addresses fundamentals of respirator usage including types and application. This program meets training requirements of OSHA standards for respirator programs (29 CFR 1910, Subpart I). This training course includes the required fit-testing for employees. The course host provides the appropriate fit-testing apparatus.

Utility Vehicle and Golf Cart Operator Safety (2 hrs) Covers basics of safe operation, general and specific driving guidelines, and campus dangers (relating to golf carts and utility vehicle operations). Provides an overview of vehicle types and features. If requested, a basic hands-on driving component can be included for new drivers (additional time and equipment required).

Walking and Working Surfaces (2 hrs) Discussion of OSHA standards for aisles, passageways, guarding openings and holes in floors and walls, fixed stairs, portable and fixed ladders, safety requirements for scaffolding, manually propelled mobile ladder stands and scaffolds, and other working surfaces.

Notes: These courses are offered at no cost to the Districts, Colleges, and Universities. To justify my travel, I require at least 20 participants in each class (except for the PIT initial certification driving session).
Class times are somewhat flexible; courses may be modified to fit a specific audience.
