Legislation for VPK and Related Programs

Legislation

In 2004, the Florida Legislature enacted legislation to implement the Voluntary Prekindergarten (VPK) Education Program, in accordance with the State Constitution. This legislation assigns responsibilities for the day-to-day management of the program to: Florida's Office of Early Learning, Office of Early Learning Licensing and credentialing to the Department of Children and Families; and the creation of standards, curriculum, and accountability to the Florida Department of Education, Office of Early Learning. These agencies work together to provide leadership and support to the local early learning coalitions, school districts, and public and private providers to ensure the successful implementation of effective prekindergarten education programs for Florida’s four-year-old children. The statutes and administrative rules governing the program are available below and include changes from the 2008 legislative sessions. Please note that as agencies adopt new rules to comply with the statutory changes these will be updated as well.
