Pierson SUBJECT: Teacher Recruitment and Retention – Junior ROTC and 6- 12 Vocational Instructional Staff Bonuses This is in response to a question that was received regarding the eligibility of certain instructional staff members who do not hold a Florida Educator’s Certificate as provided for in Section 231.17, F.S., to receive the $850 retention bonuses specified in Line Item 119 of the 2001-2002 General Appropriations Act. Junior ROTC and 6-12 Vocational Instructional staff are eligible to receive the retention bonus provided they: 1. Are employed by a school district in a full-time capacity for the 2001-2002 school year and were employed by a Florida school district in a full-time capacity during the 2000-2001 school year; and 2. Received a performance evaluation of satisfactory or higher in 2000-2001. As provided in Section 231.1725, F.S., 6-12 vocational instructional personnel who meet the criteria therein are not required to hold a “valid Florida Educator’s Certificate” issued pursuant to Section 231.17, F.S. Additionally, Junior ROTC instructional personnel who meet the criteria provided in Section 231.15, F.S., are exempt from holding a “valid Florida Educator’s Certificate.” These personnel were included in the calculations used to assist in determining the amount of funds provided in Line Item 119 for recruitment and retention of instructional personnel. Based upon the above, non-degreed 6-12 vocational instructional personnel and Junior ROTC instructional personnel who meet the requirements as indicated above, but do not hold a “valid Florida Educator’s Certificate” issued pursuant to Section 231.17, F.S., are eligible for the retention bonus required by the proviso language in Line Item 119. Thank you for your assistance in ensuring that these personnel receive the bonuses they have earned by providing satisfactory or higher performance during the 2000-2001 school year and have returned to continue to serve our students.
