Pierson SUBJECT: Factors to Estimate February 2002 FTE for the Third 2001-2002 FEFP Calculation Attached is a list of the factors which will be used to estimate each district’s February 2002 survey FTE for the third 2001-2002 FEFP calculation. Ten factors were calculated for each district, one for each of the following programs: 101 Basic Education Grades K-3 102 Basic Education Grades 4-8 103 Basic Education Grades 9-12 111 Basic Education Grades K-3 with ESE Services 112 Basic Education Grades 4-8 with ESE Services 113 Basic Education Grades 9-12 with ESE Services 130 ESOL/Intensive English Grades K-3 254 ESE Support Level 4 255 ESE Support Level 5 300 Vocational Education Grades 6-12 For the third 2001-2002 FEFP calculation, the February 2002 calculated factor will be multiplied by the reported October 2001 survey FTE for each program to estimate the February 2002 survey FTE. The 2002 February factors by program were derived from the FTE incorporated in the final 2000-2001 FEFP calculation by dividing the February 2001 survey FTE by the October 2000 survey FTE. A statistical process called “winsorizing” was used to adjust factors and the results are attached. The FTE which will be used in the third calculation of the 2001- 2002 FEFP is the summation of the reported July and October 2001 FTE, the estimated February 2002 FTE which is derived from the February factors process, and the estimated June FTE. Please review the calculated factors in the attachment and complete and fax to (850) 922-6742 or Suncom 292-6742 the attached February Factors form by November 9. If these factors are not appropriate for determining the February FTE, please propose revisions on the form. The review of these factors is critical as the estimated February FTE will be a major determinant in the amount of each district’s FEFP funding following the third 2001-2002 FEFP calculation.
