Office of Title I Programs and Academic Intervention Services

Title I, Part D Neglected & Delinquent

The purpose of Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk are as follows:
  1. to improve educational services for children and youth in local and State institutions for neglected or delinquent children and youth so that such children and youth have the opportunity to meet the same challenging State academic content standards and challenging State student academic achievement standards that all children in the State are expected to meet;
  2. to provide such children and youth with the services needed to make a successful transition from institutionalization to further schooling or employment;
  3. to prevent at-risk youth from dropping out of school, and to provide dropouts, children, and youth returning from correctional facilities or institutions for neglected of delinquent children and youth with a support system to ensure their continued education.

The Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent or At-Risk provide financial assistance to educational programs for youth that are enrolled in state-operated institutions or community day programs. The program also provides financial assistance to support school districts' programs, which focus primarily on the transition and academic needs of students returning from correctional facilities, and involve collaboration with locally operated correctional facilities. State education agencies (SEAs) are to designate an individual in each correctional facility or institution for neglected or delinquent children and youth to concentrate on providing participants with the knowledge and skills needed to make a successful transition to secondary school completion, vocational or technical training, further education, or employment. As these students make the transition from correctional facilities back to their local schools, they will receive the follow-up services they need to continue their education and to meet the same challenging state standards required of all students.
