* Formal project award notices (DOE200 Forms) are issued upon completion of the internal application technical review process. Award projection information has been posted to assist districts with their internal planning work. Official project award notices are forwarded directly to district superintendents following formal signature approval. The formal award notification process will be completed as expeditiously as possible to facilitate implementation of new projects.
Instructional Technology Office staff are very excited about the projects that can be supported this year. The 2004-05 EETT proposal competition involved some 128 applications and a total funding request of $36,514,210.11. With $14,656,442.30 available to allocate under the competitive portion of the program, it is certainly not possible to fund every worthy proposal. A formal proposal evaluation process (involving 36 educators from around Florida who have considerable expertise in instructional technology) was used to identify proposals which seem to have the greatest chance of success. The proposal scoring process is based on evaluation criteria described in the 04-05 EETT Competitive Application/RFP. For districts that did not compete this year or are not slated to receive 2004-05 competitive funds, it is our hope that a future EETT proposal competition can provide opportunities to meet critical local technology resource and/or training needs. A special thanks to the Florida Council of Instructional Technology Leaders for assisting the Instructional Technology Office with identification of appropriate persons to serve as proposal evaluators. Evaluators contributed very considerable expertise and energy to the challenging task of identifying proposals for funding, and their involvement is essential to success of the EETT program.
Information provided in this chart is preliminary planning data only and does not represent a funding commitment by the Florida Department of Education. Failure to address one or more NCLB:EETT program participation requirements, application documentation deficiencies, unsuccessful proposal budget negotiations, or lack of an acceptable district technology plan can delay (or prevent) issuance of an official EETT project award notice. Continued participation in the NCLB:EETT program requires that districts make a concerted effort to meet their obligations as outlined in EETT project applications, on DOE200 Project Award Notices, and within the Federal NCLB:EETT legislation. District EETT project coordinators should review prior year EETT project records to make sure that required project progress and evaluation reports have been submitted. Specific guidance concerning preparation and submission of project reports can be found on the Instructional Technology Office EETT website.
In some instances, this table will not provide sufficient information to determine exactly which proposal(s) has (have) been recommended for funding. Clarification will be provided to official district application contacts via telephone and/or e-mail in those instances. Some proposals recommended for funding have been recommended at a level different from the original request. Successful budget negotiations will be required in order to meet specific needs of the Department (as well as certain technology resource and training needs identified by the applicant).
Competitive proposal evaluation materials (scores & comments) will be provided to all applicants as soon as practical. It is anticipated that proposal evaluation feedback can be disseminated prior to the end of March, 2005. It will not be necessary for district personnel to submit a special request to receive proposal evaluation material. This information will be forwarded to the official application contact (identified on the DOE100A EETT Part II application cover sheet). The information will be sent through e-mail (if an e-mail address has been provided). Otherwise, it will be sent via FAX or regular mail.
