NAEP Trial Urban District Assessment (TUDA)

The National Assessment of Educational Progress (NAEP) is the only ongoing assessment that provides a glimpse into what students in the United States are learning in reading and mathematics and how they compare with their respective counterparts in the country. When NAEP began in 1969, summary data on a national level was reported; however, beginning in 1990, state-by-state comparisons became available. In 2002, through the collaboration among the National Center for Education Statistics (NCES), the National Assessment Governing Board (NAGB), and the Council of Great City Schools, the Trial Urban District Assessment (TUDA) program was established, making it possible for selected large urban districts to receive district-level data.

In 2011, 21 districts participated in the TUDA program, including two in Florida: Miami-Dade County and Hillsborough (Tampa) Counties. Although TUDA districts participate in the regular NAEP testing program, more students are assessed in TUDA districts to ensure reliable district-level data can be provided. Each participating student takes only a portion of the Reading or Mathematics assessment. Results are assembled to form projected TUDA results based on aggregated results. Results are reported by average scale scores (on a 0-500 point scale) and, using that point scale, by achievement levels (at or above Basic and at or above Proficient).
