Current Organizational Structure of NAEP + U.S. Department of Education - Institute of Education Sciences - National Center for Education Statistics - Assessment Division / National Assessment of Educational Progress + Contractors: ETS, Westat, AIR NCS Pearson, GMRI, Hager Sharp, HumRRO, ESSI - National Assessment Governing Board ROLES AND RESPONSIBILITIES of NAEP ORGANIZATION MEMBERS National Assessment Governing Board (NAGB) - governs and sets policy for NAEP. National Center for Education Statistics (NCES) - administers NAEP under direction of the U.S. Department of Education's Institute of Education Science. ETS - Educational Testing Service - is responsible for developing the assessment instruments, overseeing the scoring of student responses, analyzing the data, and reporting the results. Westat Research is responsible for selecting school and student samples and managing field operations. AIR - American Institute for Research - also a subcontractor to ETS, is responsible for developing the background questionnaires. NCS Pearson, a subcontractor to ETS, is responsible for printing and distributing assessment materials as well as for scanning and scoring students' responses. GMRI - Government Micro Resources, Incorporated - provides a Web Content Management System for NCES/NAEP that allows designated NAEP contractors to contribute to and manage designated channels of web content. Hager Sharp - a public relations/marketing company responsible for the dissemination of NAEP information; handled the press releases for the data release of 2003 HumRRO - Human Resources Research Organization - Assists NCES in identifying any weaknesses or flaws in the NAEP process and makes recommendations to strengthen the NAEP assessment system. ESSI - Education Statistics Service Institute - provides research, development, and operational support to NCES
