Florida Educational Leadership Examination (FELE)

In June 2008, the State Board of Education approved the new FELE materials (i.e., competencies and skills, written performance assessment, test structure). As a result, the new FELE was officially implemented beginning January 1, 2009. The memorandum (PDF, 41KB) issued by the Department of Education in 2008 further explains the changes to the FELE.Examinees who took the FELE prior to January 1, 2009, must have taken and passed all 3 subtests of the old FELE in order to use their scores for certification purposes.
If an examinee took all 3 subtests of the old FELE prior to January 1, 2009, but did not pass 1 or more of the subtests, then the examinee must take all 3 subtests of the new FELE in order to use their scores for certification purposes. The reason examinees must take the entire examination, despite having passed one or two subtests of the old FELE, is that the entire examination has been revised and subtest content from the old FELE does not correlate with subtests on the new FELE.
Examination Information (prior to January 1, 2009)
The old FELE covered the eight areas of the Florida Educational Leadership Core Curriculum previously listed in the rule. The eight areas were divided into three subtests:- Subtest 1 – School Management: Leadership, Management, Personnel
- Subtest 2 – Communications
- Subtest 3 – School Operations: Curriculum, Finance, Law, Technology
Each subtest consists of multiple-choice questions. Subtest 2 also contained an essay designed to determine proficiency in written communication. The essay was scored holistically by trained experts.
