As of December 2009, all FTCE/FELE tests are available on computer, and as of January 2010, paper-based testing (PBT) is no longer available. Please refer to the memorandum issued by the Department (PDF) in January 2010 regarding this change. Candidates seeking certification in Educational Leadership in Florida are required by State Board of Education Rule 6A-4.00821, FAC, to take this examination.The examination is aligned with the 10 Principal Leadership Standards (Rule 6A-4.00821, FAC). The 10 areas are divided into three subtests:
- Subtest 1 - Instructional Leadership: Instructional Leadership; Managing the Learning Environment; Learning, Accountability, and Assessment
- Subtest 2 - Operational Leadership: Technology; Human Resource Development; Ethical Leadership; Decision-Making Strategies
- Subtest 3 - School Leadership: Community and Stakeholder Partnerships; Diversity; Vision
Each subtest consists of multiple-choice questions. Subtest 3 also contains a written performance assessment (WPA), which is designed to determine proficiency in written communication and data analysis. The WPA is scored holistically by qualified professionals in the field of educational leadership. Updated examples of WPA sample prompts, as well as the supplemental rating criteria for the sample prompts, are available for review on the Written Performance Assessment webpage.
FELE Examinees Prior to January 1, 2009
In June 2008, the State Board of Education approved the new FELE materials (i.e., competencies and skills, written performance assessment, test structure). As a result, the new FELE was officially implemented beginning January 1, 2009.
Examinees who took the FELE prior to January 1, 2009, must have taken and passed all three subtests of the old FELE in order to use their scores for certification purposes.
If an examinee took all three subtests of the old FELE prior to January 1, 2009, but did not pass one or more of the subtests, then the examinee must take all three subtests of the new FELE in order to use their scores for certification purposes. The reason examinees must take the entire examination, despite have passed one or two subtests of the old FELE, is that there is not a way to equate the old FELE and the new FELE.
