Important Changes to the FELE Program
On April 5, 2013, the Department of Education issued the following communication regarding the implementation of FELE 3.0:In November 2012, the State Board of Education approved the new FELE 3.0 competencies and skills. FELE 3.0 will officially be implemented beginning January 1, 2014. The memorandum issued January 30, 2013, announced the publication of the revised competencies and skills.
Beginning January 1, 2014, if examinees have not passed all three subtests of the current FELE by December 31, 2013, then the examinees must take all three subtests of FELE 3.0 in order to use their scores for certification purposes. This information is included in the memorandum linked above.
Test Development Opportunities!
FELE 3.0 Pilot Testing: Earn $75 by taking a pilot test!
From May to August 2013, Evaluation Systems group of Pearson, the state's contractor for the FTCE/FELE program, will be conducting FELE pilot testing. Please note that the bulk of pilot-test administration will occur during June 2013.Individuals who are currently school building administrators or enrolled in an educational leadership graduate school program can take up to three pilot-test forms and will be eligible for a $75 cash incentive for each test form.

Each session will last approximately two hours. Pilot-test participants will take either a multiple-choice pilot form or answer two written performance assessment prompts. All test questions and prompts were developed for FELE 3.0, which will be administered beginning January 2014.
FELE 3.0 Test Development

Examination Information
Candidates seeking certification in Educational Leadership in Florida are required by State Board of Education Rule 6A-4.00821, FAC, to take this examination.The current examination is aligned with the 2005 Florida Principal Leadership Standards (Rule 6A-5.080, F.A.C.). The 10 areas are divided into three subtests:
- Subtest 1 - Instructional Leadership: Instructional Leadership; Managing the Learning Environment; Learning, Accountability, and Assessment
- Subtest 2 - Operational Leadership: Technology; Human Resource Development; Ethical Leadership; Decision-Making Strategies
- Subtest 3 - School Leadership: Community and Stakeholder Partnerships; Diversity; Vision
Each subtest consists of multiple-choice questions. Subtest 3 also contains a written performance assessment (WPA), which is designed to determine proficiency in written communication and data analysis. The WPA is scored holistically by qualified professionals in the field of educational leadership. Updated examples of WPA sample prompts, as well as the supplemental rating criteria for the sample prompts, are available for review on the Written Performance Assessment webpage.
