Purpose of the 2001-02 District
WDIS Data Base Handbook:

This 2001-02 District WDIS Data Base Handbook is a tool for school district directors of adult general education, postsecondary vocational education, and management information services, as well as data entry personnel. It is designed to offer both guidance and timely information for the reporting of adult general education and postsecondary vocational education student data in the Workforce Development Information System (WDIS). It includes reporting elements, associated notes, formats, timelines, supporting appendices, and updates.


What is WDIS?

The Workforce Development reporting system is called WDIS (Workforce Development Information System). In 2001-02 it contains five reporting formats. Each format contains WDIS data elements used for gathering appropriate student data under the WDIS system. The materials in this Handbook are specifically focused on the school district reporting of postsecondary vocational education and adult general education students during the "F", "W" and "S" reporting windows via the Department of Education (DOE) Information Data Base.

System Requirements

All public school districts are required to submit all postsecondary vocational and adult general education enrollment data via the DOE Student Information Data Base. Section 229.555(2), Florida Statutes, requires the development and implementation of a comprehensive management information system linking all levels of the state education system. Rule 6A-1.0014, Florida Administrative Code, details all automated student and staff information requirements. Section 239.209, Florida Statutes, addresses specific requirements regarding the vocational education management information system. In addition, Senate Bill 1688 passed by the 1997 Florida Legislature provided for the establishment of a Workforce Development reporting system to implement the data requirements mandated in that act.

WDIS Required Reporting Formats

District data elements are contained in the five state reporting formats required for reporting postsecondary workforce development data. Workforce Development includes both adult general education and postsecondary vocational education. In each format title, the acronym "WDIS" stands for Workforce Development Information System:

The WDIS Vocational Student Characteristics (DB9 51x) reporting format was deleted beginning in 2000-01. The elements that were unique to this format were placed in two of the remaining formats the rest of the elements in the WDIS Vocational Student Characteristics format were deleted

Time Lines

Workforce Development data are submitted three times each year.

The due dates for 2001-02 are:

Window S 2001-02 WDIS winter term(s) July 9, 2002

Prior to the due date, the district should enter the necessary data in the local automated information system, prepare the necessary automated reporting formats from the local system, edit the data locally, and correct all edit errors. The reporting formats should be transmitted to the state on or before the due date.

The Department of Education will edit the data when they are received. Records not passing initial edit requirements will be rejected. Error reports will be made available to the district. The district should correct the records and resubmit them.

The edit/correction cycle dates are:

*Reflects extended processing window because there is no additional window to correct Window S reporting.

After each edit/correction cycle is closed, records will then be released to the Bureau of Workforce Education and Outcome Information Services [WEOIS]. Its Workforce Education Information Services (WEIS) Section will use the data in producing 2001-02 files and reports, including those that are used in placement and follow-up, and WDEF funding. Other agencies and organizations also will use these records.
