FELE Examinees Prior to January 1, 2014In November 2012, the State Board of Education approved the competencies and skills for FELE 3.0 (i.e., Fourth Edition). As a result, the new FELE was officially implemented beginning January 1, 2014. The memorandum (PDF) issued by the Department of Education in 2013 further explains the changes to the FELE.
Examinees who took the FELE prior to January 1, 2014, must have taken and passed all 3 subtests of the previous version of the FELE in order to use their scores for certification purposes. The previous version of the FELE was administered between January 1, 2009, and December 31, 2013.
If an examinee took all 3 subtests of the FELE prior to January 1, 2014, but did not pass 1 or more of the subtests, then the examinee must take all 3 subtests of the new FELE in order to use their scores for certification purposes. The reason examinees must take the entire examination, despite having passed one or two subtests of the previous FELE, is that the entire examination has been revised and subtest content from the previous FELE does not correlate with subtests on the new FELE.
Examination Information (prior to January 1, 2014)The old FELE covered the eight areas of the Florida Educational Leadership Core Curriculum previously listed in the rule. The eight areas were divided into three subtests:
- Subtest 1 - Instructional Leadership: Instructional Leadership; Managing the Learning Environment; Learning, Accountability, and Assessment
- Subtest 2 - Operational Leadership: Technology; Human Resource Development; Ethical Leadership; Decision-Making Strategies
- Subtest 3 - School Leadership: Community and Stakeholder Partnerships; Diversity; Vision
Each subtest consists of multiple-choice questions. Subtest 3 also contained a written performance assessment designed to determine proficiency in written communication. The essay was scored holistically by trained experts.
