No Child Left Behind Monitoring of State-Approved SES Providers

Monitoring No Child Left Behind (NCLB) programs supports the Florida Department of Education’s (FLDOE’s) mission to increase the proficiency of all students within one seamless, efficient system.  It allows the FLDOE to examine the implementation of federally funded programs designed to increase student proficiency and serves as a means for helping supplemental educational service (SES) providers achieve high quality implementation of their programs. 

FLDOE monitors federally funded programs operated by SES providers to fulfill its obligations under federal and state law.  Education Department General Administrative Regulations (EDGAR) at 34 CFR 80.40(a) requires the FLDOE to monitor subgrant activities “to assure compliance with applicable Federal requirements and that performance goals are being achieved.”  Section 1008.32, Florida Statutes, addresses the responsibility of the State Board of Education for oversight and enforcement relative to compliance.

The FLDOE uses two types of focused monitoring activities: self-evaluation and FLDOE on-site/desktop monitoring.  Self-evaluations are conducted by each SES provider per district using a set of documents, called workpapers, to assess the SES provider’s level of compliance.  FLDOE onsite and desktop monitoring activities are conducted annually for a subset of SES providers, either by a full, on-site visit or a remote (desktop) data review with no time spent on site.

Self Evaluation

All SES providers participate in the Self Evaluation

by conducting a self-evaluation of their program using the workpapers, compiling all evidence of compliance, submitting a provider cover sheet and a self-evaluation certification for each district in which the provider is approved to serve, and submitting a system improvement plan for any compliance item found out of compliance to the Department.  The self evaluation certificate and system improvement plans, if necessary, are due to by September 29, 2008.

Desktop and Onsite Review

Selected SES providers will be notified by October 1, 2008 whether they will participate in a desktop or onsite review.  The selected SES providers will complete the questions in the workpapers and send the completed workpapers to by October 17, 2008.  The SES providers selected to participate in a desktop or onsite review will upload required documentation to the online system by October 17, 2008.  Training for the online system will be provided by October 3, 2008.
