Final Scope of Work Template

The Local Education Agency (LEA) Final Scope of Work Template for Race to the Top (RTTT) is designed to assist LEAs in the development of initial plans which must be approved by the Florida Department of Education and submitted to the U.S. Department of Education by Nov. 21, 2010. The template includes separate Work Plan Tables to address each element of the Memorandum of Understanding (MOU) which is part of Florida’s approved RTTT grant award.

The template provides a format for LEAs to provide quarterly detail for FY 2010-11 work plans, and strategic plans for years 2011-12, 2012-13, and 2013-14. As with all grants, it is envisioned that the strategic elements in last three years of the work plan may be amended as LEAs work through initial implementation, more comprehensive planning, and the collective bargaining process. While collective bargaining should be a deliverable in the Final Scope of Work where applicable, the bargaining does not have to be completed before the Final Scope is submitted.

The template is designed to capture required elements for RTTT plans with minimal effort on the behalf of LEAs, and to facilitate the timely review and turn-around of LEA plans by the FLDOE.

The draft LEA Final Scope of Work Template for RTTT and proposed timelines are posted below from Friday, August 27 through Wednesday, September 1 to allow an opportunity for review and comment by interested parties. Comments should be submitted via e-mail to The final LEA Final Scope of Work Template for RTTT will be distributed to districts and posted on the Department’s website after comments have been reviewed and considered.
